• Evaluation is based on four pillars: Compliance, Functionality, Price, and Specific‑Goal status.
• Compliance: all mandatory documents (CSD registration, site‑inspection attendance, SBD 1‑6.1, authority letter, SAIEE certificate, company profile) must be submitted; otherwise the bid is non‑responsive.
• Functionality: scored out of 100 points (experience, staff qualifications, project‑manager experience). Bids scoring < 60 are eliminated.
• Price & Specific‑Goal points: 80/20 preference point system applied as per the Preference Points Claim Form (Preferential Procurement Regulations 2022). Adjusted contract price may be applied.
• The highest total points (functionality + price/specific‑goal) determines the award.

Scope: supply, install and upgrade electronic security management gadgets at RAL offices, including:

1. Full‑height speed barriers with glass‑wing cabinets (various sizes) – mechanical 3‑yr, electrical 1‑yr guarantee; removal of existing equipment required.

2. Facial & palm‑recognition biometric access control (7‑inch LCD, 10 000 faces, mask detection, UPS‑compatible, integrated with existing ACS).

3. Handheld ID/driver’s licence/passport scanners (MS‑Office compatible, IP65/67, reporting, visitor‑profile generation, PP‑IA compliant).

4. 40‑inch UHD TV for control room (wall‑mount, smart features, webOS 23).

5. 32‑inch LED TVs for security staff (wall‑mount, HD, Wi‑Fi, DVB‑T2/C/S).

6. Desktop PCs (Intel i7, 16 GB RAM, 1 TB HDD, Windows 10 Pro, Wi‑Fi/Bluetooth).

7. Intercom webcams, wireless doorbell devices (wired/wireless, IP‑rated, integrated with biometric system).

8. 360° PTZ speed‑dome CCTV cameras (4 MP, 25× optical zoom, IR 100 m, IP66, IK10).

9. Walk‑through metal detectors (multi‑zone, low‑field, integrated with ACS/CCTV).

10. X‑ray baggage scanners (size limits, 0.2 m/s conveyor, training required).

11. Emergency door release buttons, intercom stands, HDMI cables, biometric access control devices, power‑supply boxes with battery backup, battery replacement for biometrics, access‑control software upgrade (UNIS v4 → latest).

All installations must be compatible with existing RAL ICT/ACS infrastructure and comply with IP‑rating and safety standards noted.

• Pricing must be submitted on the prescribed Pricing Schedule (SBD 3.3) – firm, inclusive of VAT.
• No separate allowances; all costs (equipment, installation, training, warranties) must be captured.
• Payment: bank transfer to a South African bank account within 30 days of receipt of a valid tax invoice (VAT Act 20 compliance required).
• No performance bond or guarantee is mentioned; only the successful bidder will sign a written contract (SBD 7).
• Bidders must provide proof of tax compliance (SARS TCS PIN or printed certificate) and CSD registration.

• Register on the Central Supplier Database (CSD) and provide CSD number.
• Provide SARS Tax Compliance Status (TCS) PIN or printed certificate for each party (including joint‑venture members).
• B‑BBEE level 4 minimum.
