Professional service providers needed for limpopo sanitation projects (safe programme – cluster 1)

Mandatory returnable documents include: SBD 1 (Invitation to Bid), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim), CSD registration proof, valid SARS Tax Compliance PIN, company registration documents, COIDA certificate, certified B-BBEE certificate or sworn affidavit, Annexure F (Organisation and Staffing with Form D1-1), Annexure G (Current/Previous Projects), Annexure H (PSP Performance Evaluation), additional reference forms (minimum three projects), C1.1 (Form of Offer and Acceptance), Pricing Schedule/Activity Schedule (C2.2), and Professional Indemnity Insurance proof. Failure to submit any mandatory document will result in disqualification.

Evaluation is conducted in four stages: Stage 1 (Administrative Compliance): Mandatory documents must be submitted; failure results in disqualification. Stage 2 (Functionality): Minimum 70/100 points required to advance. Criteria include team experience (QS, Civil/Geotechnical Engineers, Architects with 1-5+ years post-registration), past sanitation projects (appointment letters), reference letters (scored 0-100), and project values (>R1M). Stage 3 (Price and Preference Points): 80/20 system applied (80 points for price, 20 for B-BBEE). Points for price calculated using the formula: Ps = 80*(1 - (Pt/Pmin)). Preference points for specific goals: Black African Ownership (10), Women Ownership (5), Youth Ownership (3), People with Disabilities Ownership (2). Stage 4 (Risk Assessment): Minimum 11/15 points required to pass. Criteria: workload/capacity (3 points), reliability (3 points), experience/reputation (3 points), price realism (3 points), methodology (3 points). Automatic disqualification for: >25% project delays, penalties, unsigned final accounts, poor defect management, or contract terminations on past NECT/DBE projects.

Scope: Planning, design, construction monitoring, and close-out of sanitation projects in Limpopo Province (Cluster 1) under the SAFE Programme. Core team requirements: 1x Professionally Registered Quantity Surveyor (5+ years post-registration), 1x Professionally Registered Civil/Structural Engineer (5+ years), 1x Professionally Registered Architect (5+ years), 1x Professionally Registered Geotechnical Engineer (5+ years). Team must be fully committed and available. Methodology must address: project governance, variation orders, final accounts, close-out reports, query resolution, payment certificates, HR allocation, scheduling, QA/QC, risk management, stakeholder engagement, cash flow projections, as-built drawings, contract administration, and a 6-month implementation plan.

Pricing: Submit Pricing Schedule/Activity Schedule (C2.2) with VAT-inclusive cluster offer amount. Payment terms: Payment certificates linked to completed project milestones. Professional Indemnity Insurance proof required. Financial capacity will be assessed as part of risk evaluation. Detailed cost breakdowns (personnel rates, overheads, project management costs) may be requested.

Mandatory compliance documents: Proof of registration on Central Supplier Database (CSD), valid SARS Tax Compliance Status PIN, company registration documents (Annexure B), COIDA Certificate (Annexure C), originally certified B-BBEE Certificate or Sworn Affidavit (Annexure E). Professional registrations: Valid certificates for QS (SACQSP), Civil/Structural Engineers (ECSA), Architects (SACAP), Geotechnical Engineers (ECSA). SBD 4 (Bidder’s Disclosure) must disclose any prior poor performance or contract terminations. Service providers with written notices for poor performance or terminations by NECT/other employers are disqualified.
