Professional service providers needed for sanitation projects in eastern cape – cluster 2 (planning, design, construction monitoring & close-out)

Telegraphic, telephonic, telex, facsimile, and late responses are not accepted. Tenders must be submitted on the issued tender documentation. Mandatory returnables include: SBD 1 (Invitation to Bid), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim), CSD registration proof, valid SARS Tax Compliance PIN, company registration documents, COIDA certificate, certified B-BBEE certificate or sworn affidavit, Annexure F (Organisation and Staffing), Annexure G (Current/Previous Projects), Annexure H (PSP Performance Evaluation), and additional reference forms (minimum three projects). Failure to submit any mandatory returnable may result in disqualification.

Scope: Appointment of Professional Service Providers (PSPs) for planning, design, construction monitoring, and close-out of sanitation projects in Cluster 2 (Eastern Cape Province). Core team requirements per sub-cluster: (1) Quantity Surveyor (Professionally Registered, minimum 5 years post-registration experience). (2) Civil Engineer (Professionally Registered Engineer/Technologist). (3) Architect (Professionally Registered, minimum 5 years post-registration experience). (4) Geotechnical Engineer (Professionally Registered, minimum 5 years post-registration experience). All core staff must be fully committed and available. Methodology must address: project governance, variation orders, final accounts, close-out reports, query resolution, payment certificates, HR allocation, scheduling, QA/QC, risk management, stakeholder engagement, cash flow projections, as-built plans, contract administration, and a 6-month implementation plan.

Pricing: Submit a completed Pricing Schedule/Activity Schedule (C2.2) with VAT-inclusive cluster offer amount. Payment terms: Linked to completed project milestones via payment certificates. Professional Indemnity Insurance proof is mandatory. Risk assessment includes evaluation of price realism (fees within 10% of market norms are low risk; >20% below norms are high risk). Detailed cost breakdowns (personnel rates, overheads, project management costs) may be requested.

Mandatory compliance documents: (1) Proof of registration on Central Supplier Database (CSD). (2) Valid SARS Tax Compliance Status PIN. (3) Company Registration Documents (Annexure B). (4) COIDA Certificate (Annexure C). (5) Originally certified B-BBEE Certificate or Sworn Affidavit (Annexure E). (6) SBD 4: Bidder’s Disclosure (must disclose any poor performance or contract terminations). Professional registrations: All key personnel (QS, Engineers, Architects) must be professionally registered with relevant bodies. Service providers with poor performance history (written notices, terminations) will be disqualified. The NECT reserves the right to verify performance with previous employers.

Four-stage evaluation process: (1) Administrative Compliance: Mandatory documents checked; failure results in disqualification. (2) Functionality: Minimum 70 points required to advance. Criteria include professional registrations, experience, reference letters, and project value. (3) Price and Preference Points: 80/20 system (80 pts price, 20 pts B-BBEE). Price points calculated using Ps = 80(1 - (Pt/Pmin)). (4) Risk Assessment: Minimum 11 points required. Evaluates workload/capacity, reliability, experience/reputation, price realism, and methodology. Bidders may be interviewed or requested to provide additional documentation.
