Four-stage evaluation process: 1) Administrative Compliance: Mandatory documents must be submitted; failure results in disqualification. 2) Functionality: Minimum 70 points required to proceed. Criteria include professional registrations (QS, Civil/Structural Engineers, Architects, Geotechnical Engineers with 1–5+ years’ experience), relevant experience (appointment letters for 1–3 similar sanitation projects), references (min. 3 projects, scoring ≥60 points), and at least one project with a construction value >R1 million. 3) Price and Preference Points: 80/20 system (80 points for price, 20 for B-BBEE). Points for B-BBEE ownership (Black African, Women, Youth, People with Disabilities) as per SBD 6.1. 4) Risk Assessment: Minimum 11 points required. Assesses capacity, reliability, experience, price realism, and methodology. Bidders with poor past performance (e.g., delays >25%, penalties, unresolved contractual obligations) may be disqualified. Final award considers risk assessment results; lowest tender not automatically accepted.

Scope: Appointment of Professional Service Providers (PSPs) for planning, design, construction monitoring, and close-out of sanitation projects in Eastern Cape and KwaZulu-Natal Provinces (Cluster 7) under the SAFE Programme. Core team must include: Professionally Registered Quantity Surveyors (1–5+ years’ experience), Civil Engineers (1–5+ years’ experience), Architects (1–5+ years’ experience), and Geotechnical Engineers (1–5+ years’ experience). Team must be fully committed and available. Methodology must cover: project governance and reporting structures, variation orders, final accounts, close-out reports, query resolution, payment certificates, human resource allocation, programme and scheduling, QA/QC processes, risk management, stakeholder engagement, cash flow projections, as-built drawings, contract administration, and a clear implementation plan demonstrating completion within six months.

Pricing must align with the Activity Schedule (C2.2). Payment certificates will be linked to completed project milestones. Submit a detailed cost breakdown, including personnel rates, overheads, and project management costs. Professional Indemnity Insurance proof is mandatory. Fees must be realistic and market-related; significantly low bids (e.g., >20% below market norms) may be deemed high-risk. Bidders may be requested to justify cost breakdowns.

Mandatory: Registration on Central Supplier Database (CSD), valid SARS Tax Compliance Status PIN, company registration documents, COIDA certificate, and originally certified B-BBEE Certificate or Sworn Affidavit. Professional registrations for core team members (QS, Civil/Structural Engineers, Architects, Geotechnical Engineers) must be valid and submitted. SBD forms (1, 4, 6.1) must be completed and signed. Past performance issues (e.g., termination, poor defect management, unresolved contractual obligations) may lead to disqualification. Entities must be appropriately qualified and professionally registered with relevant bodies (e.g., SACAP, ECSA, SACQSP).
