Professional service providers needed for kwazulu-natal sanitation projects (safe programme – cluster 10)

Submit one (1) hard copy and one (1) electronic copy (USB) of the proposal. Tender proposals must be structured in accordance with RFQ requirements. Deposit responses in the tender box at The National Education Collaboration Trust, 272 West Avenue, Lakefield Office Park, Block D, Centurion. Telegraphic, telephonic, telex, facsimile, and late responses will not be accepted. Tenders may only be submitted on the issued tender documentation. Ensure all returnable documents are fully completed, signed where applicable, and submitted. Failure to submit mandatory returnables may result in disqualification. Mandatory returnables include: SBD 1 (Invitation to bid form), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference points claim form), CSD registration proof, valid SARS Tax Compliance Status PIN, company registration documents, COIDA Certificate, originally certified B-BBEE Certificate or Sworn Affidavit, Annexure F (Proposed Organisation and Staffing), Annexure G (Current/Previous Projects), Annexure H (PSP Performance Evaluation Form), C1.1 (Form of Offer and Acceptance), Pricing Schedule/Activity Schedule (C2.2), and Professional Indemnity Insurance Proof.

Evaluation is conducted in four stages: Stage 1: Administrative Compliance – Bidders must submit all mandatory documents. Failure results in automatic disqualification. Stage 2: Functionality – Bidders must score ≥70 points to proceed. Criteria include: professionally registered team members (QS, Civil Engineer, Architect, Geotechnical Engineer) with 1-5+ years’ experience, appointment letters for similar sanitation projects (1-3), reference letters (scoring 0-100) for project/contract management, and completion of projects valued above R1 million. Stage 3: Price and Preference Points – 80/20 system applies (80 points for price, 20 for B-BBEE). Points for price calculated using the formula: Ps = 80*(1 - (Pt/Pmin)). Preference points for specific goals: Black African Ownership (10), Women Ownership (5), Youth Ownership (3), People with Disabilities Ownership (2). Stage 4: Risk Assessment – Minimum 11 points required to pass. Assessed on: workload and capacity, reliability, experience and reputation, price offered, and project implementation methodology. Bidders with project delays >25%, penalties, unresolved contractual obligations, poor defect management, or terminated contracts will not be considered.

Scope: Appointment of Professional Service Providers (PSPs) for the planning, design, construction monitoring, and close-out of sanitation projects in KwaZulu-Natal Province – Cluster 10, under the Department of Basic Education’s Sanitation Appropriate for Education (SAFE) Programme. Core team requirements: Professionally registered Quantity Surveyors (5+ years’ experience), Civil Engineers, Architects (5+ years’ experience), and Geotechnical Engineers (5+ years’ experience). Team must be fully committed and available for the project duration. Methodology must address: project governance, variation orders, final accounts, close-out reports, query resolution, payment certificates, human resource allocation, programme scheduling, QA/QC processes, risk management, stakeholder engagement, cash flow projections, as-built drawings, contract administration, and a clear implementation plan for completion within six (6) months.

Pricing must be submitted on the issued Pricing Schedule/Activity Schedule (C2.2). Payment terms: payment certificates linked to completed project milestones. Professional Indemnity Insurance proof is mandatory. Bidders may be requested to provide detailed cost breakdowns, including personnel rates, overheads, and project management costs. Fees must be realistic, market-related, and sufficient to ensure quality delivery. Significantly low fees (>20% below market norms) may be deemed high risk.

Mandatory compliance: Valid registration on the Central Supplier Database (CSD). Valid SARS Tax Compliance Status PIN. Company registration documents (Annexure B). COIDA Certificate (Annexure C). Originally certified B-BBEE Certificate or Sworn Affidavit (Annexure E). Professionally registered team members with relevant bodies (e.g., SACQSP, ECSA, SACAP). Completed SBD 1, SBD 4, and SBD 6.1 forms. No prior written notices for poor performance or contract terminations by NECT or other employers. Service Providers must not have failed to perform on previous contracts or been terminated due to poor performance.
