Technical Evaluation (Phase 1):

• Total of 100 points; minimum 70 points required to proceed.

– Company Experience (30 points): submit ≥3 reference letters on company letterhead with client details, project duration, and satisfaction evidence. 30/20/10/0 points based on number of complete letters.

– Team Experience (40 points): provide CVs for valuators showing ≥5 years heritage‑collection experience. Points awarded for 4, 3, 2 or 1 qualified valuators (40/30/20/10/0).

– Senior Valuator/Team Leader (30 points): must be registered with a recognised professional body (e.g., SAI, RICS) and have ≥5 years relevant experience plus ≥3 years team‑leadership. Points 30/20/10/0.

Pricing Evaluation (Phase 2):

• Only bidders who achieve ≥70 technical points qualify.
• Submit a detailed cost schedule on company letterhead, inclusive of VAT, covering valuators, travel and support.
• Pricing schedule must list unit price and total price for each item.

Preference Points:

• Up to 80 points awarded for price using the prescribed formula (for tenders ≤R50 million).
• Up to 20 points for specific goals – 100 % black ownership = 20 points; less than 100 % = 10 points.

Scope of Work:

• Provide three (3) qualified valuators and one (1) senior valuator (team leader) for the National Library of South Africa (NLSA) heritage collections at Pretoria and Cape Town campuses.
• Valuations must follow NLSA’s current valuation methodology (fair value based on comparative sales) and comply with International Valuation Council Standards.
• Deliverables include a valuation report for each heritage asset (GRAP 103), assumptions, supporting documentary evidence (screenshots or PDFs), and audit‑compliant justification.
• Valuators will report to the NLSA Project Manager, attend bi‑weekly progress meetings, and work under the supervision of collection custodians.
• Project duration: six (6) months (three (3) valuators for four (4) months, senior valuator for an additional two (2) months).

• Pricing schedule must be submitted on company letterhead, inclusive of VAT, detailing unit and total costs for valuators, travel and support.
• All cost items must be VAT‑inclusive.
