Submit bids exclusively via the e-Submission (e-Tender) system. Email submissions will not be accepted. Bids must be structured in two parcels: Parcel A (Administrative & Mandatory Documents) and Parcel C (Price & Specific Goals, including SBD 3.1 Pricing Schedule and SBD 6.1 Preference Points Claim Form). All required forms must be completed, signed, and submitted as prescribed. Non-compliance with submission format or missing documents will result in disqualification. Bids must remain valid for 60 days from submission.
Supply and delivery of Unleaded Octane Fuel 95 (200 litres). Delivery must occur on agreed dates upon placement of an official order. Delivery address: ATNS – Cape Town International Airport (FACT), Tower Road, Cape Town International Airport, Airport City, Matroosfontein, 7490. All delivery costs must be included in the bid price. Bidders must specify brand, model, country of origin, and confirm compliance with specifications in the pricing schedule.
Submit a fully completed SBD 3.1 Pricing Schedule with all line items priced (100% completion required). Include all applicable taxes (VAT, PAYE, income tax, UIF, SDL) and delivery costs. Mandatory compliance requirements: Valid SARS Tax Compliance Status (TCS) PIN or certificate (must remain valid for 60 days from submission). Registration on the National Treasury Central Supplier Database (CSD) with proof of registration or application. Full CIPC registration documents. Shareholder certificates and copies of ID documents for all shareholders/directors (or ID copy for natural persons). Valid B-BBEE Certificate or Sworn Affidavit (for EMEs/QSEs) from a SANAS-accredited agency. Complete and signed SBD 4 (Bidder’s Disclosure) and SBD 1 (Invitation to Bid). Non-compliance with any requirement may result in rejection. Consortia/JVs must submit separate compliance documents for each party.
Safety is non-negotiable for ATNS. Bidders must prioritise safety in all operations, particularly for fuel delivery at Cape Town International Airport. Immediate written notice must be given to ATNS if the contractor cannot deliver within the specified period, price, or terms. ATNS reserves the right to implement remedies for non-compliance as per the General Conditions of Contract (GCC).
Bidders must ensure their operations align with ATNS’s commitment to economic, social, and environmental sustainability. This includes adherence to environmental best practices during fuel supply and delivery.
Contract terms include: ATNS reserves the right to vary scope/terms, reject any/all bids, or withdraw from commitments. Successful tenderers must accept standard Terms and Conditions, including retention clauses for non-satisfactory completion, breach of contract, and confidentiality. Professional indemnity insurance is required. All designs and documentation are confidential and copyrighted by ATNS. Contracts are only valid when reduced to writing and signed by both parties. Amendments must be in writing. ATNS may negotiate with bidders but is not obligated to accept the lowest bid. Contracts may be cancelled if fraud, corruption, or non-performance is proven.
Evaluation uses the 80/20 point system: 80 points for price and 20 points for Specific Goals. Price points are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points scored, Pt = tender price, Pmin = lowest acceptable tender price. Specific Goals: 10 points for 51% Black Owned suppliers (voting rights and economic interest) and 10 points for 30% Black Woman Owned suppliers. Bidders must claim points via SBD 6.1 and provide proof (CSD Report, CIPC documents, shareholder certificates, ID copies, B-BBEE Certificate).
