Purpose: Appoint a qualified and accredited training provider to deliver Working at Heights and Basic Rigging Certification Training for 10 participants (9 Technicians, 1 Systems Engineer). Training must include theory and practical components, with deliverables such as accredited training, qualified facilitators, training materials, participant assessment, certificates of competence, attendance registers, and a training report. Service provider must be accredited by Department of Labour, CETA, or other recognised OHS authorities.

Submit bids via the e-Submission (e-Tender) system in two parcels: Parcel A (Administrative & Mandatory: Volume 1A, Phase 1 & 2) and Parcel C (Price & Specific Goals: SBD 3.1 Pricing Schedule, SBD 6.1 Preference Points Claim Form). Late bids will not be accepted. Use official forms provided—do not re-type. Include VAT Registration Number as a returnable document. Bids must remain valid for 60 days from submission. Failure to comply with submission format or deadlines will result in disqualification.

Evaluation follows a 3-stage process: Stage 1 (Administrative Requirements), Stage 2 (Mandatory Requirements), Stage 3 (Price and ATNS Specific Goals). Only bids passing Stages 1 and 2 proceed to Stage 3. Scoring uses the 80/20 system: 80 points for price (lowest acceptable tender scores highest; formula: Ps = 80(1 - (Pt - Pmin)/Pmin)), 20 points for ATNS Specific Goals (51% Black Owned: 10 points, 30% Black Woman Owned: 10 points). Proof required: CSD Report, CIPC documents, Shareholder Certificates, ID copies, B-BBEE Certificate. Claims must be submitted via SBD 6.1. Non-compliance with any stage results in disqualification.

Scope: Provide Working at Heights and Basic Rigging Certification Training for 10 participants (9 Technicians, 1 Systems Engineer). Training must cover: Working at Heights (legislation/OHS Act, safety regulations, fall protection, risk assessments, PPE, equipment standards, PFAS, emergency/rescue procedures, self-rescue, ladder/scaffolding safety, drop zones, suspension trauma, confined spaces) and Basic Rigging (lifting/handling tools, safety rules, wire ropes/slings, equipment inspection, load handling). Practical training required: harnesses/fall arrest systems, safe working at heights demonstrations, rigging exercises. Deliverables: Accredited training (theory + practical), qualified facilitators, training materials, participant assessment, certificates of competence, attendance registers, training report. Service provider must be accredited by Department of Labour, CETA, or other recognised OHS authorities. Training start dates to be agreed with ATNS.

Facilitators must have relevant industry experience in delivering training related to Working at Heights, rigging operations, lifting practices, and Occupational Health and Safety. Bidders must submit detailed CVs for each proposed facilitator, demonstrating a minimum of 3–5 years’ experience in: Working at Heights, Rigging and Lifting Operations, OHS practices. Experience must align directly with the scope of work.

Training provider must be accredited by one or more of the following: Quality Council for Trades and Occupations (QCTO), relevant SETA (e.g., CETA), Department of Employment and Labour, or other recognised Occupational Health and Safety (OHS) authority. Facilitators must be accredited/registered with QCTO, SETA, or equivalent body, with valid certifications in Working at Heights, Fall Protection/Fall Arrest Systems, and Basic Rigging.

Submit a completed and signed SBD 3.3 Pricing Schedule (Professional Services) with all applicable taxes included. Pricing must cover: Training Costs (Working at Heights and Basic Rigging per person), Facilitation & Instruction Costs (accredited facilitators, support staff), Training Venue/Materials/Equipment (manuals, PPE, rigging equipment, venue setup), Certification & Administration (certification, assessment, records). Bids without a price or with incomplete pricing will be deemed non-responsive. Validity period: 60 days from closing date. Payment terms and bonds/guarantees not specified.

Stage 1 (Administrative): Submit proof of SARS Valid Tax Compliance Status (PIN must remain valid for 60 days), latest full CSD Registration report, CIPC registration documents, Shareholder Certificates + ID copies of shareholders/directors, Valid B-BBEE Certificate (or Sworn Affidavit for EMEs/QSEs). Stage 2 (Mandatory): Bidder must be an accredited training provider (QCTO, SETA, Department of Employment and Labour, or recognised OHS authority) with valid accreditation certificates. Facilitators must be accredited/registered (QCTO, SETA, or equivalent) with valid certifications in Working at Heights, Fall Protection/Fall Arrest Systems, and Basic Rigging. Facilitators must have 3–5 years’ experience in Working at Heights, Rigging/Lifting, and OHS (CVs required). Non-compliance with any administrative or mandatory requirement results in disqualification. Preference Points: 51% Black Owned (10 points) or 30% Black Woman Owned (10 points) — proof via CSD Report, CIPC documents, Shareholder Certificates, ID copies, B-BBEE Certificate.

Training must cover OHS Act requirements, including: applicable legislation, general safety regulations, fall protection planning, risk assessments, PPE, height safety equipment, PFAS, emergency/rescue procedures, self-rescue, ladder/scaffolding safety, drop zones, suspension trauma, and confined spaces awareness. Practical training must include use of harnesses/fall arrest systems, safe working at heights demonstrations, and rigging exercises.

ATNS prioritises economic, social, and environmental sustainability in its operations and procurement.

Contract terms include: ATNS reserves the right to vary scope/terms, reject/withdraw/cancel bids, or negotiate with bidders. Successful tenderer must accept standard Terms and Conditions, including retention clauses for non-satisfactory completion, breach of contract, confidentiality, and professional indemnity insurance. Contracts are only valid when reduced to writing and signed. ATNS may enter one or multiple contracts for different functions. Non-compliance with delivery terms must be reported immediately. All designs/documentation are confidential and copyrighted by ATNS. Amendments must be in writing and signed by both parties.
