Objective: Appoint a service provider for radar motor oil testing and analysis at ATNS Bram Fischer International Airport (FABL) for five (5) years on an as-and-when-required basis. Scope: Oil condition monitoring and laboratory analysis for three (3) FABL Radar systems, with three (3) oil samples per radar per testing cycle. Analysis is performed on used oil samples as required, with results submitted after each cycle. Deliverables include laboratory reports with test methods, results, interpretations, and recommendations. Laboratory must be SANAS-accredited (or equivalent ISO/IEC 17025). Subcontracted labs require full accreditation details. ATNS manages 10% of global airspace and operates 21 aerodromes in South Africa, providing air traffic management, CNS systems, and training.

Methodology requirements: Service provider must submit a detailed service delivery plan addressing: capacity to deliver oil testing/analysis at FABL, logistics for sample collection/handling/transportation, defined turnaround times for testing/reporting, availability of qualified technical personnel/laboratory resources, service continuity/contingency measures (e.g., backup facilities, urgent testing), and communication/reporting processes (including escalation). Generic or unclear submissions will not be scored. Only explicitly stated information is evaluated. Laboratory must be accredited per ISO/IEC 17025 (SANAS/ILAC MRA/equivalent).

Quality requirements: Oil analysis must be conducted by a SANAS-accredited laboratory (or equivalent ISO/IEC 17025 via ILAC MRA). Laboratory accreditation must be valid and applicable to the scope of oil analysis. Subcontracted laboratories require full accreditation details and supporting documentation. Deliverables: Laboratory reports for each sample must include test methods, results, interpretation, and condition assessment/recommendations. Service provider must demonstrate capacity to deliver at ATNS Bram Fischer International Airport (FABL), including logistics for sample collection/handling/transportation, defined turnaround times, qualified technical personnel, service continuity/contingency measures, and communication/reporting processes.

Pricing must use SBD 3.3 (Pricing Schedule for Professional Services). All rates in ZAR, inclusive of all applicable taxes. Contract is as-and-when-required with no guaranteed minimum volume. Services are ad hoc; payment is based on actual work executed. All line items must be 100% completed/priced. Rates must include wages, statutory contributions, PPE, supervision, overheads, and profit. Discounts are only considered if unconditional. Prices must remain firm and fixed for the contract duration. ATNS may set a contract ceiling value. Deviation from the prescribed format results in non-responsive bids. Work only begins upon formal instruction/approved work order.

Pricing must be submitted in ZAR via SBD 3.3 (Pricing Schedule for Professional Services). All line items must be completed (100%). Rates must include wages, statutory contributions, PPE, supervision, overheads, and profit. Pricing must be firm and fixed for the contract duration. Payment is based on actual work executed using the provided rates. ATNS may establish a contract ceiling value. Discounts are only considered if unconditional. Deviation from the prescribed pricing schedule format results in non-responsive bids. No minimum volume of work is guaranteed.

Mandatory: CSD registration (proof required; bids without it are non-responsive). SARS Tax Compliance Status PIN (valid for 60 days; if unavailable, CSD number must be provided). For consortia/joint ventures/sub-contractors, each party must submit separate TCS/PIN/CSD proof. Valid B-BBEE Certificate or Sworn Affidavit (for EMEs/QSEs) required for preference points. Completed and signed SBD 1 (Invitation to Bid), SBD 4 (Bidder’s Disclosure), and Declaration of Interest. Professional body registrations and OEM/accreditation certificates (if applicable). Bids from state employees or entities with state-employed directors/members are disqualified.

Contract terms: ATNS reserves the right to vary scope/terms and withdraw from commitments. Successful tenderer must accept standard Terms and Conditions, including retention clauses for non-satisfactory completion, breach of contract, and confidentiality. Professional indemnity insurance is required. Contracts are only valid when signed in writing. ATNS may reject any/all bids, negotiate with bidders, or accept modified bids. Procurement may be cancelled/postponed at any stage before contract award. General Conditions of Contract (GCC) apply. Evaluation uses a three-stage process: Stage 1 (Administrative): Valid SARS Tax Compliance Status PIN required. Stage 2 (Functionality, 100 points total): Relevant Company Experience (40 points: 2+ valid reference letters = 40, 1 = 20, none = 0; failure to submit at least 1 = disqualification), Delivery Plan/Methodology (30 points: 6 required elements = 30, 4-5 = 20, 3 = 15, 0-2 = 0), Laboratory Accreditation (30 points: valid SANAS/ILAC MRA/ISO/IEC 17025 = 30, none = 0). Minimum threshold: 70 points per Stage 2 category. Stage 3 (80/20 system): Price (80 points, formula: Ps = 80(1 - (Pt - Pmin)/Pmin)) and Specific Goals (20 points: 51% Black Owned = 10, 30% Black Woman Owned = 10). Proof for goals: CSD Report, CIPC Documents, Shareholder Certificates, ID copies, Valid B-BBEE Certificate/Sworn Affidavit. SBD 6.1 must be completed for preference claims.
