Ensure all documents are fully completed, signed, and submitted before the closing date and time. Non-compliance with submission format or missing documents may result in disqualification.
1. Valid CIDB grading of 2SF or higher. 2. Proof of COIDA compliance (Letter of Good Standing). 3. SAQCC-registered Gas Suppression Technician. 4. SAQCC-registered Fire Detection Technician. 5. Proof of locality footprint in KwaZulu-Natal. 6. Mandatory attendance at the site briefing. 7. Registration on the National Treasury Central Supplier Database (CSD). 8. Submission of a valid SARS Tax Compliance PIN and B-BBEE certificate/affidavit.
Scope: Provide evaluation, testing, and issuing of Fire Certificate of Compliance (COC) at Richards Bay Airport ATNS Control Centre for 24 months on an as-and-when-required basis. Services include: Inspect fire equipment (extinguishers, hose reels, sprinkler systems, hydrants, smoke alarms, fire detectors) for compliance with SANS 1475-1, SANS 1475-2, SANS 10105, and SANS 10400 Part T (1) and (2): 2020. Report findings, provide quotes for repairs or replacements, and manage local fire authority liaison to issue valid COC. Deliverables: Full fire system inspection and audit, routine follow-up inspections, issuing of COC, fire authority liaison, detailed compliance reports, and fire equipment testing (extinguishers, hose reels, hydrants, sprinklers, smoke detectors, fire panels, integrated systems). Quality: Services must meet SABS/SANS standards. ATNS may test quality; non-compliance may terminate the contract. Delivery: Within 7 working days of official order (unless agreed otherwise). Off-loading at service providerβs risk and cost. Emergency deliveries allowed without prior order. Service location: Richards Bay Airport, ATNS Control Tower, 30 Fish Eagle Flight, Birdswood, Richards Bay, 3900. Pricing: Provide comprehensive costing per SBD 3.3 template, including rates for inspections, testing, repairs, and emergency services. Contract is as-and-when-required with no guaranteed minimum volume.
Pricing must be submitted in ZAR via SBD 3.3 (Pricing Schedule for Professional Services). Include rates for: Fixed/baseline services (inspection, certification, liaison, reports), fire equipment inspection/testing (extinguishers, hose reels, hydrants, sprinklers, detectors, panels), labour (technicians, specialists, emergency call-outs), and emergency services. Markup percentages must be specified for materials, consumables, and subcontracted services. VAT @15% must be included. Grand total will be used for price evaluation. Payment is based on actual work executed at approved rates. No work may commence without formal instruction or approved work order. Replacements require ATNS approval. All items must comply with SANS standards.
Administrative: SARS Valid Tax Compliance Status PIN (valid for 60 days from submission), CSD registration report, CIPC registration documents, shareholder certificates with ID copies of shareholders/directors, valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Mandatory: Compulsory site visit attendance (sign register), CIDB Grading 2SF or higher (or proof of application), COIDA Letter of Good Standing or Mutual Association Policy Insurance, SAQCC registration as Gas Suppression Technician, SAQCC registration as Fire Detection Technician, proof of KwaZulu-Natal locality footprint (e.g., municipality bill, lease agreement, MOU with local partner). Additional: Completed SBD forms (SBD 1 Part A, SBD 1 Part B, SBD 4, SBD 6.1), GCC acknowledgment, Declaration of Interest, and proof of professional registrations/accreditations. Consortia/JVs must submit separate compliance documents for each party.
