Scope: Provide evaluation, testing, and issuing of Fire Certificate of Compliance (COC) at Virginia Airport ATNS Control Centre for 24 months on an as-and-when-required basis. Services include: Inspection and compliance verification of fire equipment (extinguishers, hose reels, sprinkler systems, hydrants, smoke alarms, fire detectors) against SANS 1475-1, SANS 1475-2, SANS 10105, and SANS 10400 Part T (1) and (2): 2020. Reporting findings, providing repair/replacement quotations, and liaising with local fire authorities to issue valid COCs. Deliverables: Full fire system inspection and audit, routine follow-up inspections, issuing of COCs, fire authority liaison, detailed compliance reports, and ad-hoc repairs/replacements. Delivery: Within 7 working days of official order (unless agreed otherwise). Off-loading at service providerβs own risk and cost to Virginia Airport, ATNS Control Centre, 27 Fairway Road, Beachwood, Durban, 4051. Quality: Services must meet SABS/SANS standards. ATNS may test quality; non-compliance may result in contract termination. Emergency work requires prior written approval from ATNS.
Pricing must be submitted in ZAR via SBD 3.3 (Pricing Schedule for Professional Services). Include rates for: Fixed/baseline services (inspection, certification, authority liaison, reporting), fire equipment inspection/testing (extinguishers, hose reels, hydrants, sprinklers, alarms), labour rates (technicians, specialists, emergency call-outs), and emergency services. Rates must cover all applicable taxes. Contract is as-and-when-required with no guaranteed minimum volume. Payment based on actual work executed. Grand total used for price evaluation. Markup percentages for materials/consumables must be specified. No work may commence without formal instruction or approved work order.
Administrative: Valid SARS Tax Compliance Status PIN (valid for 60 days from submission), latest full CSD registration report, CIPC registration documents, shareholder certificates with ID copies of shareholders/directors, valid B-BBEE certificate (or sworn affidavit for EMEs/QSEs). Mandatory: Compulsory site visit attendance (sign register), CIDB Grading 2SF or higher (or proof of application), valid COIDA Letter of Good Standing (or Mutual Association Policy Insurance), SAQCC registration as Gas Suppression Technician, SAQCC registration as Fire Detection Technician, proof of KwaZulu-Natal locality footprint (e.g., municipality bill, lease agreement, MoU with local partner). Additional: Completed SBD forms (1 Part A, 1 Part B, 4, 6.1), GCC acknowledgment, Declaration of Interest, and Invitation to Bid. Joint ventures/consortia must submit separate compliance documents for each party.
