Scope: Supply, delivery, installation, testing, and commissioning of a 300kVA, three-phase diesel backup generator at Seven Stars Dairy, Amahlathi Municipality, Amathole District, Eastern Cape Province. Location: Keiskammahoek. Time of completion: 10 weeks. Deliverables: Generator as per the description in the Bill of Quantities (BOQ), including testing and commissioning. Standards: Must comply with General Conditions of Contract for Construction Works (GCC 2015), CIDB Standard for Uniformity in Construction Procurement (August 2019), and relevant South African National Standards (SANS). Subcontracting: Part of the works cannot be subcontracted without prior approval from the Engineer. For contracts valued at R3.0 million or more, bidders not from the Eastern Cape Province must subcontract 25% of the contract value to an Eastern Cape-based bidder/contractor. Bidders must maximize sourcing of building materials or infrastructure input materials from Eastern Cape-based suppliers or manufacturers.
Pricing: Submit pricing as per the official Bills of Quantities (BOQ) or Activity Schedule. All prices must be inclusive of applicable taxes (VAT to be shown separately if applicable). Bid price must be all-inclusive and fixed for the contract duration. Payment terms: As per the General Conditions of Contract (GCC 2015). Performance Bond/Guarantee: The preferred tenderer must submit an approved insurer undertaking to provide a Performance Bond/Guarantee/Surety/Security as per contract data. Financial capacity: The employer may request additional information such as bank ratings to establish financial capacity. Non-submission or late submission of such information may result in the bid being declared non-responsive. Costs: The employer will not compensate tenderers for any costs incurred during the tender process.
CIDB Registration: Bidders must be registered with the CIDB in a 2EB class of construction works or higher. Bidders exceeding their CIDB grading threshold by more than 15% in combination with other contracts may be regarded as non-responsive. CSD Registration: Bidders must be registered on the National Treasury Centralized Supplier Database (CSD) and provide proof of active and recently updated registration. Tax Compliance: Bidders must be in good standing with SARS. Tax compliance status will be verified via CSD. Bidders must submit a CSD number or tax compliance PIN. Preferred bidders will be given 7 days to rectify tax matters if found non-compliant. Professional Registration: Proof of professional registration as a Qualified Electrician with a 3-phase wiremanβs license registered with the Department of Labour and membership of ECB or ECA is required. Workmanβs Compensation: Bidders must be registered and in good standing with the Compensation Fund or a licensed compensation insurer. Joint Ventures: If applicable, submit a JV Agreement, Power of Attorney, and CIDB/CSD certificates for all partners. Conflict of Interest: Bidders must complete the Compulsory Declaration and Enterprise Questionnaire to confirm no conflicts of interest. Tender Defaulters: Bidders or their directors/shareholders must not be listed on the Register of Tender Defaulters. Additional Documents: CK documents, past experience reports (Annexure K and H), list of key personnel and CVs, work program, company profile, and list of available resources/plant/machinery.
