Required returnable documents: MBD1 to MBD9 (fully completed and signed), Authority to Sign Bid, General Conditions of Contract, General Conditions of Tender, Confirmation PIN from SARS, MBD4 (Declaration of Interest), MBD6.1 (Preference Points Claim Form), MBD7.2 (Contract Form), MBD8 (Declaration of Past SCM Practices), MBD9 (Certificate of Independent Bid Determination). Joint ventures/consortiums must submit signed agreements and all returnable documents for each partner.

Evaluation follows the 80/20 Preferential Procurement Regulations 2022. Price accounts for 80 points (lowest bidder receives full points). Preference points (20 points) are awarded for Specific Goals: Woman Owned Company (6 points), Youth Owned Company (6 points), Locality (8 points for Sakhisizwe Local Municipality, 6 for Chris Hani District, 5 for Eastern Cape, 3 for outside Eastern Cape). Proof of locality (CSD report, municipal account, or proof of residence) is required. B-BBEE certificate or sworn affidavit (for EMEs/QSEs) is mandatory to qualify for preference points. Bids are open to all qualified service providers except state employees. Tax compliance (SARS TCS PIN or CSD registration) is required. Foreign suppliers must disclose RSA residency/permanent establishment status via Part B:3 questionnaire.

Supply Microsoft 365 Business Premium licenses for a 12-month period. Successful bidder must sign the written contract form (MBD7). Microsoft Partner certificate is compulsory. Contract period is fixed with no adjustments allowed. Delivery must comply with specifications and contract terms. Warranty: 12 months from delivery date. Penalties: 10% of invoice amount may be withheld for non-delivery as per specifications. Prices must include VAT.

Payment terms: Invoices must be accompanied by a delivery note; payment will be made within 30 days of invoice submission. Performance security (e.g., bank guarantee, irrevocable letter of credit, or cashier’s cheque) may be required within 30 days of contract award (form and amount specified in Special Conditions of Contract). Penalties for late delivery: current prime interest rate calculated per day of delay. Contract may be terminated for default, with the supplier liable for excess costs of replacement goods/services.

Tax Compliance: Submit a valid Tax Compliance Status (TCS) certificate or SARS PIN. If no TCS is available but the bidder is registered on the Central Supplier Database (CSD), provide the CSD number. Each party in a consortium/joint venture must submit a separate TCS certificate/PIN/CSD number. Foreign suppliers must complete the pre-award questionnaire (Part B:3). CSD Registration: Latest full CSD report (not older than 3 months) is compulsory. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points. Municipal Clearance: Provide municipal billing clearance certificate or statement (not older than 3 months) or a lease agreement with proof of municipal rates. Local content verification for Sakhisizwe Local Municipality residents will be conducted with the Revenue Section. No bids will be considered from persons in the service of the state. Certified ID copies of directors (not older than 6 months) must be submitted.
