Scope: Supply and delivery of animal feed (poultry, piggery, and sheep/cattle) for Ilimba Lokulima Projects across BCMM, Great Kei, Amahlathi, Ngqushwa, Mbhashe, Raymond Mhlaba, and Mnquma Local Municipalities in the Amathole District. \n\nKey deliverables: \n- Poultry feed: Broiler Starter, Broiler Grower, Layer Mash/Finisher, Crumbs (Phases 1-3), Yellow Maize, Laying Mash, Crushed Maize. \n- Piggery feed: Pig Grower, Pig Finisher, Sow and Boar Meal/Pellets, Pig Weaner Meal, Bran, Germ Meal. \n- Sheep/Cattle feed: Lucerne Bales, Lamb and Ewe Pellets, Ram Pellets, Master 20, Protein/Winter Block. \n\nDelivery requirements: \n- All goods must be delivered to specified DOA offices (e.g., Mdantsane, Zwelitsha, Qumrha, Peddie, Middledrift, Willowvale, Elliotdale, Dutywa, Keiskammahoek, Butterworth) within 21 days of receiving the order. \n- Delivery and off-loading costs are included in the total bid price. \n- Total bid price must be inclusive of all applicable taxes. \n\nProduct verification: \n- Submit photographs with specifications or technical data sheets of the feed quoted. \n- The Department reserves the right to assess and verify products prior to delivery. \n\nPrevious experience: \n- Provide references confirming satisfactory completion of similar contracts. Include completion certificates or reference reports where possible. Failure to provide this may result in disqualification.
Pricing: \n- Submit firm prices only (non-firm prices will not be considered). \n- Prices must be fixed for the contract duration. \n- VAT must be shown separately at 15% and added to the total. \n- Total bid amount must be inclusive of all applicable taxes, delivery, and off-loading costs. \n- Pricing schedules must be completed for each delivery point if pricing varies by location. \n\nPayment terms: \n- The Department will not pay VAT to non-registered vendors or vendors who do not display their VAT number on invoices. \n\nBid validity: \n- Offers must remain valid for 90 days after the closing date. \n\nCurrency: \n- All prices must be quoted in South African Rand (ZAR).
Mandatory compliance: \n- Tax Compliance Status (TCS) PIN from SARS (apply via e-filing at www.sars.gov.za). If no TCS PIN is available, provide CSD registration number. \n- Tax status must remain compliant for the duration of the contract. \n- Company registration or CK documents must be submitted. \n- All bidders must be registered on the Central Supplier Database (CSD) and LOGIS before the closing date. \n\nJoint ventures: \n- Submit a Joint Venture Agreement or Intention to Form a Joint Venture Agreement. \n- Each party in a consortium/joint venture must submit a separate TCS certificate/PIN/CSD number. \n\nB-BBEE and preference points: \n- Submit documentation to qualify for specific goals (e.g., CIPC registration, CSD report, ID copies, municipal rates account, lease agreement, medical certificates for disability). \n- Ownership status in submitted documents must correspond to claim points. \n\nDisqualification: \n- Bids from persons in the service of the state, or companies with directors/members in the service of the state, will not be considered. \n- Non-compliance with tax, CSD, or documentation requirements may render the bid invalid. \n\nGeneral: \n- All SBD and ECBD forms must be completed, signed, and witnessed. \n- Equity Ownership Declaration must be submitted.
