Obtain tender documents from 05/05/2026 at Legal & Administration Department, Room B207, Municipal Building, Wanderers Avenue, Middelburg, Mpumalanga 1050. Cost: R850 (non-refundable, cash or debit/credit card only). Submit fully completed tender documents in a sealed envelope, clearly marked with: "Tender No. BS03/04/2026: APPOINTMENT OF A SERVICE PROVIDER TO RENDER AUCTIONEER SERVICES FOR A PERIOD OF 36 MONTHS AS AND WHEN REQUIRED" and "NAME of TENDERER". Deliver to the tender box on the 1st floor, Room B207, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg, by 12:00 on 02/06/2026. Late, unmarked, or electronic submissions (email, fax, telegraphic, telephonic, telex) will be disqualified. Compulsory documents (see complianceRequirements) must be attached as Annexure A. Failure to submit compulsory documents results in disqualification.

Functionality evaluation: Minimum 60 points required to qualify for financial evaluation. Preferential point system applies: 80 points for price, 20 points for Specific Goals (as per Preferential Procurement Policy Framework Act and Steve Tshwete Local Municipality SCM Policy). Contract award is not guaranteed to the highest scorer or lowest bidder. Municipality reserves the right to withdraw, re-advertise, reject any tender, or accept part of it.

Provide auctioneer services for Steve Tshwete Local Municipality for a period of 36 months, as and when required. Services must comply with the scope and conditions defined in the tender document.

Compulsory documents: Copy of company registration certificate (CK), copy of current municipal account (not older than 3 months) or lease agreement (with landlord’s municipal account), Joint Venture Agreement (if applicable), and registration with the South African Institute of Auctioneers (SAIA). Non-compulsory documents: Share certificates, certified medical certificates, tax compliance status PIN, CSD summary report. Joint Ventures must be registered on CSD as a Joint Venture. Disqualification criteria: Not registered on Central Supplier Database (CSD), in the service of the state, or if any director/manager/shareholder is in the service of the state, or acting as an advisor/consultant to the municipality. All forms must be completed in full.
