Submission Guidelines
Source: Tender Advert CI-GK-0172A.pdfTenders must be submitted on the tender documentation issued at the compulsory clarification meeting, fully completed in writing legibly in non-erasable black ink and signed where required. The closing time for receipt of tenders is 11 March 2026 @ 11:00. E-mail and late tenders will not be accepted. Returnable documents include a full priced Bills of Quantity and a signed tender offer. Tenderers must attend the compulsory briefing meeting and register on National Treasury’s Central Supplier Database (CSD).
Evaluation Criteria

Functionality criteria include Road Surfacing (Asphalt and Bitumen) Projects, with a maximum possible score of 12 points. Tenderers are required to score a minimum of 8 points out of a possible 12 points for further evaluation. The evaluation will also consider technical and commercial risk criteria, including experience on comparable projects, contractual commitments, suitably qualified and experienced human resources, and financial viability.

A valid Letter of Good Standing in the Civil Field issued by the Department of Labour is also required.
