Submit a completed and signed Tender Document (including Form of Offer and Acceptance) plus all required supporting documents in a sealed envelope. The envelope must display: the tenderer’s name and address, the endorsement “TENDER NO. 151S/2025/26: CITY OF CAPE TOWN WASTE TO ENERGY IPP PROGRAM FOR EMBEDDED OR WHEELED GENERATION FOR 20 YEARS”, the tender box number (187), and the closing date. Deposit the envelope into Tender Box 187 at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town before 10:00 on 29 May 2026. Evaluation follows a PPPFA-regulated 4-phase process:

• Phase 1 (Pass/Fail): Administrative compliance. All returnable documents (Schedule E.1–E.15) must be submitted, completed, and signed, including Form of Offer and Acceptance, Preference Points Claim Form, Declarations, Certificate of Authority, and Financial Close documentation.
• Phase 2 (Pass/Fail): Mandatory requirements. Must comply with technical specifications in Annexure G, provide proof of independent tender determination, and execute the NDA.
• Phase 3: Technical/Functionality evaluation. Assesses technical solution quality, waste-to-energy capability, feasibility of embedded/wheeled generation, project experience, and financial close capability.
• Phase 4: Preference Points. 90/10 system applies (90 points for price, 10 for specific goals) for tenders above R50M; 80/20 if below. Price evaluation is based on Price Schedule C.4. The contract is awarded to the highest-scoring tender.

The scope requires the design, development, and operation of a Waste-to-Energy Independent Power Producer (IPP) program for embedded or wheeled generation over a 20-year period (contract period: up to 240 months from Commercial Operation Date). Key deliverables include:

• Compliance with technical standards and specifications outlined in Annexure G.
• Submission of detailed technical documentation, including:
• Key Technical Details (Schedule E.13-A)
• Annualized Generation Profile (Schedule E.13-B)
• Hourly Generation Profile (Schedule E.13-C)
• Plant Location (Schedule E.13-D)
• Proof of capability to achieve Financial Close (Schedule E.15-A) and reach Commercial Operation Date (Schedules E.15-B, E.15-C, E.15-D).
• Continuous operation of the plant as per Schedule E.15-D.
• Execution of a Draft Power Purchase Agreement (PPA).

• Submit a completed Price Schedule (C.4) as part of the tender.
• Provide pro forma guarantees:
• Performance Security/Guarantee (Annexure C)
• Advance Payment Guarantee (Annexure D)
• Contract Price Adjustment provisions apply (Schedule E.1).
• Financial Close documentation must be submitted (Schedule E.15-A).

• Authorisation for Deduction of Outstanding Amounts Owed to CCT (Schedule E.8)
