A non-refundable fee of R1,327.85 (incl. VAT) applies per document for printed copies; only cash or EFT accepted. Submissions must be in hard copy and on a CD/USB Flash Drive, sealed in envelopes marked with 'Contract No. SCM /26' and the contract description. Scope covers three parts: Part A – Supply, installation, and commissioning of new network hardware and security systems; Part B – Repairs, maintenance, and support of the enterprise network and security infrastructure; Part C – Acquisition of annual software licence renewals.

B-BBEE compliance required for preference points: ≥51% Black Owned Enterprise or 51% Black management control (5 points); ≥51% Woman Owned Enterprise or 51% women management control (10 points). Local preference: Business located within Msunduzi Municipality’s jurisdiction (5 points).

Preference points for B-BBEE: 1) ≥51% Black Owned Enterprise or 51% Black management control (5 points); 2) ≥51% Woman Owned Enterprise or 51% women management control (10 points); 3) Business located within Msunduzi Municipality’s jurisdiction (5 points). Total preference points: 20.

Tender validity period: 4 months from the closing date (15 July 2026). The municipality reserves the right to accept the whole or any part of a tender and is not bound to accept the lowest tender.

Two-stage evaluation: Stage One (Functionality) with a minimum threshold of 70/90 points. Criteria: 1) Maintenance/support of Network and Security Infrastructure for ≥12 months (20 points); 2) Supply, installation, and commissioning of Network and Security Infrastructure (20 points); 3) Partnerships Level Tier (20 points: 10 for CISCO, 10 for SOPHOS); 4) Engineer certifications (30 points: 10 for CISCO CCNP, 10 for Firewall Expert, 10 for Tenable NESSUS Professional). Stage Two: 20 preference points for B-BBEE and local business criteria.
