Company must be located within Alfred Duma Local Municipality area for RDP goals. Tax matters must be in order per SARS.

• Scope: Provide internet services for various municipal buildings, including a Layer 2 fibre link between Lister Clarence, Town Hall, Electrical, Engineering and Public Safety Buildings.
• Key Requirements:
• Guarantee at least 99% uptime for the contract duration.
• Include DNS hosting for www.alfredduma.gov.za domain.
• Advise on and implement alternate costing measures during the contract.
• Arrange all necessary line installations.
• Service Types:
• Wireless Internet:
• Speeds 50Mbps–1000Mbps, symmetrical, uncapped, unshaped, 1:1 contention ratio with static IPs at main building (221 Murchison St) and Public Safety (441 Murchison St).
• Speeds 5Mbps–30Mbps, uncapped, shaped, up to 1:25 contention ratio at other municipal sites.
• Fibre Optic Internet:
• Speeds 200Mbps–1000Mbps, symmetrical, uncapped, unshaped, 1:1 contention ratio with static IPs at main building.
• Layer 2 Fibre Link:
• Minimum 1Gbps, symmetrical, uncapped, unshaped, 1:1 contention ratio between Lister Clarence and Town Hall, Electricity Department, Engineering Building, and Public Safety.
• Fibre connectivity may be split into data, video, and VoIP networks.
• Site listing provided (current municipal sites). Additional sites may be added during the contract.

• Variation orders: If estimated change value does not exceed 15% of original contract value, contractor may be instructed to proceed.
• For measurable quantities, contractor may be asked to reduce unit price, provided no price escalation.

• Pre-bidding testing at bidder's expense.
• Supplier premises open for inspection, tests, and analyses by purchaser's representative at reasonable hours.
• If inspections show goods/services comply, cost borne by purchaser.
• If non-compliant, cost borne by supplier.
• Non-compliant goods/services may be rejected.
• Rejected goods held at supplier's cost and risk; must be removed/substituted immediately.

• Pricing schedule to be completed as part of bid submission.
• Tax compliance mandatory: SARS certification required prior to award.
• Municipal rates and taxes must be up to date.

• Pricing must be fixed for the three-year contract duration.
• Prices must include VAT, indicated separately.
• Payment terms: Within 30 days upon receipt of an original invoice.
• No cession of the bid or any part thereof.
• Tax compliance: No contract will be concluded with any bidder whose tax matters are not in order (SARS certification required).
• Municipal rates and taxes must not be in arrears.
• Foreign suppliers responsible for all taxes, stamp duties, license fees imposed outside South Africa.
• Local suppliers responsible for all taxes, duties, license fees until delivery.

• Mandatory Central Supplier Database (CSD) registration. Municipality will only consider CSD-registered service providers.
• Submit CSD Report and BBBEE Certificate or Sworn Affidavit.
• B-BBEE ownership verification will be conducted via CSD and BBBEE scorecard.
