Submission Guidelines

Proposals must be delivered to the Companies Tribunal at Block E, 3rd Floor, the dtic Campus, 77 Meintjies Street, Sunnyside, Pretoria. Ensure delivery before the closing date and time. Late bids will not be considered. Bidders are responsible for ensuring their bid reaches the Companies Tribunal by the deadline. Office hours are Monday to Friday, 08:00 to 16:00, excluding public holidays. Bidders must sign the tender register upon submission. Joint ventures must provide a clear agreement and a consolidated B-BBEE certificate. All compulsory documents listed under Section 5 must be submitted.

Phase 1: Pre-Qualification Criteria (Mandatory Requirements)

Functionality/Quality Criteria (Total 100 points):
1. Experience of the Service Provider as an Organisation (30 points): Assesses law firm experience in specialized categories. Points awarded based on years of specialization (1-5 years = 5 points, up to 25+ years = 30 points).
2. Litigation Strategy/Methodology (20 points): Evaluates the bidder's approach to legal matters, strategy development, and cost efficiency.
3. Experience of the Lead Personnel of the Focus Area (25 points): Assesses the lead personnel's years admitted as an attorney and specialization. Points awarded based on years of experience (1-5 years = 5 points, up to 20-25 years = 25 points).
4. Reference Letters (25 points): Requires written and contactable reference letters for similar services rendered per category. Points awarded based on the number of reference letters per category (1 = 10 points, up to 4 = 25 points).
Minimum threshold for technical (functionality) is 75 points.
