Security systems maintenance and repair services contract

The tenderer must submit pricing for the supply of material, equipment, and labour rates (including overtime, call-out fees, and travel costs). A weekly work schedule for planned maintenance must be signed and completed to allow for billing. Payment certificates are only accepted against a registered and traceable asset with relevant certificates and warranties in place.

The evaluation will be conducted by a Technical Evaluation Team (TET). Key selection criteria include: verifiable Proof of Concept (POC) of major security system solutions for corporate buildings, valid accreditation with mandatory security industry bodies, and certification of key personnel.

The contract covers the maintenance, repair, and ad-hoc installation of security systems at Megawatt Park, Eskom Academy of Learning, Grootvallei Nature Reserve, and Eskom Research & Innovation Centre for 36 months. Systems include: CCTV (Pelco, AXIS, Hikvision, TVT, NUUO), Access Control (Honeywell EBI, RAC-ClockWatch, Turnstar, Sagem, HID), Electric Fencing (Nemtek), and X-ray/Metal detectors. Requirements include: 24-hour emergency service, 4-hour repair response time, weekly system inspections, and adherence to specific Eskom security specifications (e.g., 240-86738968, 240-91190304).

Pricing must cover material, equipment, and labour rates. Penalties of 10% of monthly contract values apply for failure to meet SLA timelines or conditions. The contract is subject to NEC3 terms of service.

Mandatory accreditation with security industry bodies is required. Key personnel must hold relevant industry certifications. A Non-disclosure Agreement (NDA) is required. Sub-contracting is limited to a maximum of 10% of the contract value and requires prior written approval.

The scope covers the maintenance and repair of existing security systems, including ad-hoc installation requests. The contract duration is 36 months on an 'as and when required' basis. Locations include Megawatt Park, Eskom Academy of Learning, Grootvallei Nature Reserve, and the Eskom Research & Innovation Centre.

Bidders must demonstrate compliance with ISO 9001 quality management standards, specifically regarding documented policies, objectives, and operational control procedures.

Submissions are evaluated for mandatory compliance upon opening. Failure to submit clear and readable documents will result in disqualification. All certifications must be dated within 3 months prior to the tender closing date.

The tender follows a two-stage process: 1) Mandatory Administrative Compliance (Pass/Fail) and 2) Technical/Functional Evaluation. Bidders must achieve a minimum threshold of 75 points out of 100 to proceed. Scoring breakdown: Company Location (10%), Relevant Experience (20%), Project Execution Approach (10%), Resources (20%), Training (10%), PSIRA Certification (20%), and PSIRA Letter of Good Standing (10%).

Mandatory requirements for disqualification check: CIPC registration, valid Tax Clearance/Pin, CSD report (not older than 3 months), CIDB rating (1GB, 2EB, or 1EP), ECB/SAIEE registration, ECSA registration (Electrical/Electronic or Mechatronics Engineer/Technologist), valid Letter of Good Standing (Labour/RMA), and valid company PSIRA registration and Letter of Good Standing.

Suppliers must complete, sign, and return 'Form A' (Tender and Contract Quality Requirements) along with all other returnables listed in document 240-12248652. Submissions must be made in accordance with the specific category (1-4) assigned to the tender. Failure to provide required quality documentation or failure to respond to nonconformity reports within 14 days may result in disqualification or contract breach.

Evaluation is based on the supplier's ability to meet quality requirements defined in the tender-specific category (1-4). Key criteria include: 1. Possession of a formal Quality Management System (QMS) conforming to ISO 9001. 2. Submission of a Contract Quality Plan (CQP) and/or Quality Control Plan (QCP/ITP) specific to the scope of work. 3. Capability and capacity assessments for critical plant/equipment work. 4. Performance monitoring against agreed key performance indicators (e.g., delivery, design, cost, and QMS compliance).

The scope covers the development, implementation, and maintenance of a QMS based on ISO 9001. Requirements include: 1. Development of a Contract Quality Plan (CQP) addressing quality assurance elements. 2. Development of a Quality Control Plan (QCP/ITP) detailing inspection stages, test methods, and acceptance criteria. 3. Implementation of a preservation programme for materials and equipment. 4. Management of special processes (e.g., welding, NDT, coating) including qualification of procedures and personnel. 5. Provision of workspace for resident Eskom quality inspectors if required.

Eskom reserves the right to withhold payment due to outstanding nonconformities. Suppliers are responsible for the costs of re-inspections resulting from nonconforming products.

Suppliers must maintain a QMS conforming to ISO 9001. Depending on the assigned category (1-4), requirements include: 1. Valid ISO 9001 certification. 2. Submission of internal/external audit reports. 3. Compliance with Eskom's Procurement and Supply Chain Management Policy (32-1033) and Procedure (32-1034). 4. Adherence to the Preferential Procurement Policy Framework Act (PPPFA). 5. Personnel performing special processes must be certified competent and registered with relevant statutory bodies (e.g., SETA).
