Scope of work:

• Provide five (5) years of maintenance and support for three (3) perpetual Caesar II licences used at Koeberg Nuclear Power Station.
• Deliver software updates that incorporate the latest design‑code changes.
• Provide technical assistance for installation, licensing issues and interpretation of piping codes.
• Conduct QA verification of the software as per Koeberg requirements.

Required resources:

• Minimum two support personnel, each with at least two (2) years experience on Caesar II, based in South Africa.
• Support must be offered in English and include a dedicated hotline (07:00‑17:00 CAT) plus after‑hour standby.
• Provide a 24/7 licensing server with remote access capability.
• Submit quality‑assurance documentation proving compliance with nuclear‑industry and Koeberg verification/validation standards.

Deliverables:

• Updated software releases as they become available.
• Issue‑resolution reports and guidance notes.
• Quarterly performance and availability reports for the licensing server.
• Final QA verification report at the end of the contract period.

• Identify at least two Eskom‑approved financial institutions for any required performance bond or guarantee.
• Tender opening will be electronic; there will be no public opening.
• All submissions are downloaded electronically by Eskom for evaluation.

• Minimum two support personnel with at least two (2) years’ experience on Caesar II.
• Personnel must be based in South Africa and able to provide support in English.
• Provide CVs, qualifications and proof of experience for each support staff member.

• Minimum two qualified support personnel – each must hold relevant certifications and have at least two years’ experience on Caesar II.
• Provide documented quality‑assurance procedures, certifications or OEM letters confirming compliance with nuclear‑industry and Koeberg verification standards.
• Submit a quality‑assurance plan covering software updates, issue resolution and QA verification activities.
• Evidence of QA capability will be scored (15 % of functional weighting).

• Submit the pricing schedule (Annexure L) in PDF format and an identical Excel copy.
• Upload size per document: 500 MB; total submission must not exceed 4 GB.
• Pricing must be inclusive of VAT and presented in the format required in the price list annexure.
• Unconditional discounts will be considered in the price evaluation; conditional discounts are excluded from scoring.

• Payment terms:
• Contracts ≤ R50 million (incl. VAT) – payment within 30 days of receipt of an undisputed invoice.
• Contracts > R50 million (incl. VAT) – payment within 60 days of receipt of an undisputed invoice.
• Prices must be submitted in PDF and an accompanying Excel file (price list). All prices are inclusive of VAT.
• Performance security (bond or demand guarantee) may be required; bidders must identify at least two Eskom‑approved financial institutions they intend to approach.
• No alternative tender formats are permitted.
• Unconditional discounts will be taken into account during price evaluation; conditional discounts are excluded from the scoring but will be applied at payment.

Mandatory compliance documents:

• CSD registration (CSD number or CSD report).
• COIDA certificate of good standing or proof of application (South African bidders only).
• Latest audited financial statements (full set: balance sheet, income statement, cash‑flow statement, equity changes, notes, director’s report, auditor’s report).
• Tax clearance certificate (or, for foreign bidders without a South African footprint, the required tax questionnaire).
• B‑B‑BEE status level certificate or sworn affidavit as per the B‑BEE Codes of Good Practice.
• Employment Equity Act compliance evidence (public‑interest score or EE report) for South African entities.
• CIDB registration details for any subcontractors.
• SHEQ requirements (as applicable) and any additional safety certifications required by Eskom.

Failure to provide any mandatory document by the tender closing date will render the bid non‑responsive.

• Failure to submit evidence of meeting the specific B‑B‑BEE goals will not lead to disqualification, but the bidder will receive zero points for those specific goals.

• SHEQ requirements are mandatory (Safety, Health, Environment, Quality).
• Provide COIDA certificate of good standing or proof of application (South African bidders only).
• Submit latest approved annual financial statements as part of the financial viability assessment.
• All safety documentation must be current and compliant with South African legislation.

• Acceptance of the Eskom Standard Conditions of Tender (available at www.eskom.co.za) is implied by submission. In case of any inconsistency, the Tender Data clauses prevail.

Suppliers are responsible for ensuring their submission is uploaded before the closing time. Documents must be uploaded to the Eskom e‑Tendering site under the appropriate folders (Technical, Commercial, Financial, Other) in PDF format. If a resubmission is made, only the latest version will be considered; earlier versions become null and void. Indicate the submission status as ‘complete’ in the portal.

• Pricing – evaluated as described, scored out of 80 points.
• Specific Goals – scored out of 20 points per PPPFA.
• Objective criteria – not applicable, but Eskom may award to a lower‑scoring bidder if justified.
