Must have valid letter of good standing with compensation insurer; must demonstrate SHE competencies for personnel; must have documented training and induction procedures; must have at least two years of health and safety performance statistics; must comply with all applicable occupational health and safety legislation; must have proper registration of OHS professionals where required by law; must demonstrate capability to manage contractors and maintain machinery and equipment.

The SHE Plan shall demonstrate management's commitment to SHE and shall, as a minimum, include the following elements:

• SHE/Q Policy for Principal Contractor and their contractors
• Management structure and legal appointments (company organogram, resources, roles, responsibility and authority) and their competencies
• SHE competencies for SHE personnel and registration of OHS professionals where legislation dictates
• SHE competencies for supervisors (personnel in charge of supervising/managing workers)

• Selection, placement and training procedures, including induction and ongoing training in 'Basic Safe Work' and OHS training for newly hired or promoted supervisors
• OHS communications and meetings, including daily safe task instructions and project safety meetings

• Contractor senior management involvement with Company's staff in consultative processes and daily management safety walkabouts
• OHS Workplace Environment, including provision for monitoring employee exposures to noise, dust, etc.
• Personal Protective Equipment arrangements and PPE rules
• Control of dangerous and hazardous substances
• Hazard Identification Risk Assessment and controls and communication
• Accident/incident reporting, recording, investigation and analysis, ensuring corrective actions are taken and communicated to report initiators

• Inspection of plant, tools and equipment prior to introduction to site and regularly thereafter
• Medical and first aid arrangements
• Emergency preparedness and response procedures
• Substance abuse management
