Submit a quoted price aligned with the scope of work. Include VAT at 15% if the bidder is VAT-registered. Provide the grand total (including VAT) as the final bid price. Complete all pricing and item information in full; failure to quote on the entire scope may disqualify the bid. Indicate the planned delivery period (in days) from the date an order is issued.

Tax compliance: Submit a valid Tax Compliance Status (TCS) PIN (via SARS e-filing at www.sars.gov.za) or a printed TCS certificate. If no TCS is available but the bidder is registered on the Central Supplier Database (CSD), provide a CSD number. For consortia/joint ventures, each party must submit separate TCS/CSD documentation. No bids will be considered from persons in the service of the state or entities with directors/members in the service of the state. B-BBEE: Submit proof of ownership (women/black) via CIPC registration, shareholder certificates, and certified ID copies. For EMEs/QSEs, submit a valid B-BBEE sworn affidavit (valid for 12 months) with CIPC registration and share certificates. Definitions: HDI (Historically Disadvantaged Individual) = South African citizen who had no voting rights pre-1994, or is a woman, or has a disability. Woman = female South African citizen. Black people = Africans, Coloureds, Indians who are RSA citizens by birth, descent, or naturalization before/after 27 April 1994. EME = enterprise with annual revenue ≤ R10M. QSE = enterprise with annual revenue between R10M and R50M. Specific goals: Contracting with HDIs. Points: Women ownership (6 max), black ownership (12 max), SMME status (2 max). The Department reserves the right to negotiate with bidders prior to or post-award. Deliveries must be accompanied by a delivery note or invoice referencing the official purchase order number. Non-compliant deliveries may be returned at the supplier’s expense. Bidders must indicate the planned delivery period (in days) from the order date. POPIA compliance: Personal information will be processed confidentially under POPIA and PAIA. The Department accepts no liability for loss, damage, or expenses arising from the use of provided information.

80/20 Preferential Point System: 80 points for price (calculated using Ps = 80 × (1 − (Pt − Pmin)/Pmin)), 20 points for specific goals (6 for women ownership, 12 for black ownership, 2 for SMME status). Total points are rounded to two decimal places. Highest total points win, unless PPPFA Act criteria apply. Zero points may be allocated for specific goals if proof is missing. Tie-breakers: (1) highest specific goals points; (2) drawing of lots.
