• Quality Management System (QMS) requirements: Provide QMS manual or document defining QMS per ISO 9001, quality policy, objectives, control of documented information, control of nonconforming outputs, nonconformity and corrective action.
• Evidence of QMS in operation: organization chart/responsibility matrix including quality management role, control of externally provided processes/products/services with supporting evidence.
• Provisional Contract Quality Plan (CQP) required, specific to the scope, demonstrating strategy for consistency and resource allocation.

• Submit a detailed project programme in Microsoft Projects, Primavera 6, or MS Excel format, showing all relevant activities, completion dates/durations, and milestone dates consistent with Employer’s requirements.
• Programme must demonstrate understanding of Scope of Work and comply with contractual start and end dates.
• Pricing evaluation includes Net Present Value considering tendered programme, prices, adjustments, and risk parameters.

• Prices must be inclusive of VAT, corrected for arithmetical errors, and exclude contingencies.
• Unconditional discounts are considered for evaluation; conditional discounts are not considered for evaluation but implemented at payment.
• Evaluation based on Net Present Value considering tendered programme, prices, price adjustment factors, exchange fluctuations, and other risk parameters.
• Pricing scored out of 80 points as part of the 80/20 preferential points system.

• Eligibility criteria: Tenderer must not be under restriction to do business with Eskom or State-Owned Companies, not on international sanctions lists, not submit multiple tenders improperly, have no conflict of interest, not restricted by National Treasury or Eskom, and not subcontract 100% of the Scope of Work.
• Mandatory documents: Authorisation Form, Acknowledgement Form, Tenderer’s Particulars, Integrity Declaration Form, CPA Requirements for Local/Foreign Goods/Services, SBD 6.2 for Local Content, SBD 1 Invitation to Bid, SBD 6.1 Preference Points Claim Form, SBD 4 – Bidder’s Disclosure, Tax Evaluation Questionnaire.

• Compulsory site visit/clarification meeting requires compliance with NKP rules and correct PPE (hard hat, overalls, dust mask, gloves, ear plugs). Cellphones with cameras prohibited in and around station.
• OHS returnables mandatory by closing date: signed acknowledgement of Eskom's OHS legal requirements, Health and Safety Plan addressing project risks, detailed OHS costing (not lump sum), Valid Letter of Good Standing (COIDA), OHS policy signed by CEO complying with OHS Act Section 7, OHS competency CVs/certificates.
• Exposure risk assessment required addressing stressors like hazardous chemical/biological agents, noise, ventilation, heat/cold stress, radiation, indoor air quality, illumination, vibration.
• Non-compliance may lead to request for outstanding documents and potential disqualification.

• Submit Environmental Policy committing to environmental compliance and duty of care/pollution prevention.
• Submit Aspect and Impact Register identifying, assessing, and providing controls for environmental impacts per scope of work.

• Tender validity period: 90 days from closing date.

• Ranking based on combined Pricing and Specific Goals scores.
• Objective criteria may justify award to a tenderer other than the highest scorer.
