This RFQ is for the once-off calibration of 14 multimeters at PRASA’s East London facility in the Eastern Cape. The instruments are listed by their unique identifiers and must be calibrated as specified. The service is required on a once-off basis.

Failure to submit mandatory documents results in automatic disqualification. Do not canvass SCM Officers or PRASA employees during the bid process; this may lead to disqualification.

Evaluation is in two stages: Stage 1 (Compliance) and Stage 2 (Price and Specific Goals). Stage 1A (Mandatory Requirements): Automatic disqualification if not met. Requirements: 1) Completed Price Schedule and Pricing/Delivery Form (Section 4) in the prescribed format; 2) Signed Submission Register at SCM Offices; 3) Valid SANAS ISO/IEC 17025 Accreditation Certificate. Stage 1B (Other Mandatory Requirements): Must be submitted within 7 days if requested by PRASA post-award. Requirements: Company Registration, Directors’ IDs, Valid Tax Clearance Certificate (must be valid on closing date), CSD number, Proof of Bank Account, Completed RFQ documentation. Stage 1C (Scoring Documents): Non-mandatory but zero points if not submitted. Documents: Audited Annual Financial/B-BBEE Certificate, CIPC/B-BBEE Certificate. Stage 2: Price (80 points) and Specific Goals (20 points). Price uses the 80/20 Preference Point System: PS = 80(1 − (Pt−Pmin)/Pmin). Specific Goals: 10 points for EME 51% Black Owned (Audited Certificate/Affidavit), 10 points for 51% Black Owned (CIPC/B-BBEE Certificate/Affidavit).

Scope: Once-off calibration of 14 multimeters at PRASA in East London, Eastern Cape. Bidders must hold a valid SANAS ISO/IEC 17025 Accreditation Certificate for calibration services.

Complete the attached Pricing Schedule (Section 7) for calibration of measuring instruments. Requirements: 1) Quote prices in ZAR, inclusive of VAT (15%). 2) Use the official format; deviation may result in disqualification. 3) Provide unit price and total for each item. 4) Include cost breakdown and price escalation basis/formula if applicable. 5) Discounts will only be considered in the final evaluation stage if unconditional. 6) Specify delivery period in working days from date of order.

Prices must be quoted in South African Rand (ZAR), inclusive of VAT (15%). Submit pricing strictly in the provided Price Schedule format (Section 7). Deviation from the format may result in disqualification. Requirements: 1) Unit price and total for each item; 2) Cost breakdown; 3) Price escalation basis and formula (if applicable). Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with the top three bidders if the highest-scoring bid is not market-related. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. Delivery period: Specify earliest possible delivery period in working days from date of order.

Mandatory compliance: 1) Valid Tax Clearance Certificate (must be valid on closing date) and SARS-issued PIN. Apply via e-Filing at www.sars.gov.za. 2) Registration on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/. CSD number must be provided. Foreign suppliers with no local entity are exempt from CSD registration. 3) Company Registration documents. 4) Copies of Directors’ ID documents. 5) Proof of Bank Account (cancelled cheque or bank letter). 6) Completed and signed ALL RFQ documentation (declarations, SBDs). Bidders in consortia/joint ventures must submit separate TCS Certificates/PINs/CSD numbers for each party. Bidders employed by the state, or with directors/members employed by the state, are disqualified. B-BBEE: Points awarded for: 1) EME 51% Black Owned (Audited Annual Financial/B-BBEE Certificate/Affidavit): 10 points; 2) 51% Black Owned (CIPC/B-BBEE Certificate/Affidavit): 10 points. Fraudulent claims may result in disqualification, contract cancellation, damages, or criminal prosecution.

Supplier warrants that services are fit for purpose and free from defects for 1 year from acceptance by PRASA. Supplier indemnifies PRASA against claims arising from negligence, infringement of rights, or breach of statutory duty. Subcontracting requires PRASA’s prior written approval; the successful bidder remains liable for performance. Governing law: Republic of South Africa. Jurisdiction: South African courts. PRASA reserves the right to reject non-compliant bids, negotiate market-related prices, or cancel the RFQ. Legal review of contractual terms by PRASA’s Legal Counsel is required before award. Payment: Within 30 days of receipt of correct tax invoice. Late deliveries may incur penalties as per the contract. Title and risk pass to PRASA upon acceptance. Rejected items may be returned at the Supplier’s risk and expense.
