Submit bids by 15 May 2026 at 12:00 PM to the bid box at No.8 Station Street, Station Building, East London, 5200. Bids must be sealed, use official forms (not re-typed), and include all mandatory returnable documents. Late or incomplete bids will be disqualified. Sign the Submission Register at SCM Offices upon submission. Deviation from the prescribed pricing schedule will result in non-responsiveness. Bids must comply with Preferential Procurement Policy Framework Act, 2000, and Regulations, 2022.

Evaluation follows a two-stage process: Stage 1 (Compliance) and Stage 2 (Price and Specific Goals). Stage 1A (Mandatory Requirements): Failure to submit any of the following results in automatic disqualification: (a) Completed Price Schedule and Pricing/Delivery Form (Section 4), (b) Signed Submission Register at SCM Offices, (c) Valid SANAS ISO/IEC 17025 Accreditation Certificate (must belong to the bidding service provider, not a third party). Stage 1B (Other Mandatory Requirements): Must be submitted within 7 days of award request if not included in bid: (a) Company Registration documents, (b) Copies of Directors’ ID documents, (c) Valid Tax Clearance Certificate (valid on closing date) and SARS-issued PIN, (d) CSD supplier registration number, (e) Proof of Bank Account, (f) Completed and signed ALL RFQ documentation (declarations, SBDs). Stage 1C (Non-Mandatory for Scoring): Missing documents result in zero points for applicable criteria: (a) Audited Annual Financial/B-BBEE Certificate/Affidavit, (b) CIPC Documents/B-BBEE Certificate/Affidavit. Stage 2 (Scoring): Price (80 points) and Specific Goals (20 points). Price scoring uses the 80/20 Preference Point System formula: PS = 80 × (1 − (Pt−Pmin)/Pmin). Specific Goals: 10 points for EME 51% Black Owned (Audited Annual Financial/B-BBEE Certificate/Affidavit), 10 points for 51% Black Owned (CIPC/B-BBEE Certificate/Affidavit).

Scope: Once-off calibration of measuring instruments (gauges) for PRASA in East London, Eastern Cape. Required instruments include 14 multimeters (models: 26662147, 20991377, 20776329, 26520590, 51560396WS, 51560400WS, 51560398WS, 51560395WS, 51560397WS, 516330259WS, 51630258WS, 51560393WS, 51630257WS). Service provider must hold a valid SANAS ISO/IEC 17025 Accreditation Certificate. Pricing must include VAT (15%). Delivery period to be specified by the service provider in working days from date of order.

Prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%). Pricing must strictly follow the provided Price Schedule (Section 4); deviation may result in disqualification. Cost breakdown must be provided. Price escalation basis and formula must be indicated. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with top-scoring bidders if initial prices are deemed non-market related. Payment terms: Within 30 days of receipt of correct tax invoice. Validity period: 60 working days from closing date (extendable).

Mandatory: (1) Tax Compliance: Valid Tax Clearance Certificate (must be valid on closing date) and SARS-issued PIN. Apply via e-Filing at www.sars.gov.za. CSD registration number required if no TCS PIN is available. (2) CSD Registration: All bidders must be registered on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/. Foreign suppliers with no local entity are exempt. (3) Company Registration: CIPC documents required. (4) Proof of Bank Account (e.g., cancelled cheque or bank letter). (5) Completed and signed SBD forms and declarations. (6) SANAS ISO/IEC 17025 Accreditation Certificate (must belong to the bidding service provider). Disqualification: Bids from state employees, companies with directors who are state employees, or close corporations with members who are state employees will be disqualified. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified.
