Servicing and calibration of gauges for PRASA in east london (once-off)

Submit bids by the closing date and time (12:00 PM on 12 June 2026) to the bid box at: No.8 Station Street, Station Building, East London, 5200. Bids must be sealed and submitted on the official forms provided. Late bids or bids not submitted to the correct address will be disqualified. Bidders must fill and sign the Submission Register at the SCM Offices upon submission. Deviation from the prescribed pricing schedule format will result in non-responsive bids. Any attempt to canvass SCM Officers or PRASA employees during the evaluation period may lead to disqualification.

Scope: Once-off servicing and calibration of gauges for PRASA in the Eastern Cape Region (East London). Items include: Master Gauges (D11630385, P3806-2, D11630386), Go/No-Go Gauges (C+W9, CME11), and Vacuum Gauges (Vac001, Vac002, Va003, Va005, Va006, D11675191, No 214, D11683723, D11683724, darta-0079/0012, darta-0014/D11672762, darta-0113/010, darta-0114/0011, darta-0115/9711, darta-0116/No2, darta-0118/009). Bidders must hold a valid SANAS ISO/IEC 17025 Accreditation Certificate for calibration services.

Pricing Schedule: Bidders must complete the attached schedule (Section 7) for 21 gauge servicing/calibration items, including Master Gauges, Go/No-Go Gauges, and Vacuum Gauges. Each item is listed with a unit of measure (EA) and quantity (1). Bidders must provide: Unit Price (R), Total Amount (R). The schedule must include: Total, VAT (15%), and Grand Total. Pricing must be in ZAR, inclusive of VAT, and strictly follow the prescribed format. Deviation may result in disqualification. Cost breakdown and price escalation basis/formula must be indicated.

Pricing must be quoted in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%). Prices must be firm and clearly indicate the basis thereof. Bidders must complete the attached Pricing Schedule (Section 7) strictly in the prescribed format. Cost breakdown and price escalation basis/formula must be indicated. Deviation from the pricing schedule format may result in disqualification. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. PRASA reserves the right to negotiate market-related prices with the top three bidders if the highest-scoring bid is not market-related. Payment terms: Within 30 days of receipt of a correct tax invoice. Delivery period: Bidders must specify their earliest possible delivery period in working days from the date of order.

Mandatory Compliance: a) Valid Tax Clearance Certificate (must be valid on the closing date). b) SARS-issued Tax Compliance Status (TCS) PIN (apply via e-Filing at www.sars.gov.za). If no TCS PIN is available, a CSD registration number must be provided. c) Registration on the National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/ (mandatory for all bidders except foreign suppliers with no local entity). d) Submission of all mandatory returnable documents (see submission guidelines). e) Bidders must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers. f) Bidders must declare any state employment or conflicts of interest via SBD4 form. Non-compliance with any mandatory requirement will result in disqualification. B-BBEE: Points are awarded for specific goals: 10 points for EME 51% Black Owned (Audited Annual Financial/B-BBEE Certificate/Affidavit), 10 points for 51% Black Owned (CIPC Documents/B-BBEE Certificate/Affidavit).

Contract terms: Supplier warrants that items meet PRASA’s requirements and are fit for purpose, remaining defect-free for one year from acceptance (unless otherwise stated). Supplier indemnifies PRASA against claims arising from negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting requires PRASA’s prior written approval; the successful bidder remains liable for performance. Governing law: Republic of South Africa, with non-exclusive jurisdiction of South African courts. PRASA reserves the right to reject non-conforming bids, late submissions, or bids submitted to incorrect venues. Contracts may be cancelled if information provided is found to be incorrect post-award. PRASA may negotiate market-related prices with top bidders if the highest-scoring bid is not market-related.

Evaluation Criteria: Two-stage process. Stage 1 (Compliance): Stage 1A (Mandatory) – Automatic disqualification for missing: a) Completed Price Schedule and Pricing/Delivery Form (Section 4). b) Signed Submission Register. c) Valid SANAS ISO/IEC 17025 Accreditation Certificate. Stage 1B (Other Mandatory) – Must submit within 7 days of award request: Company Registration, Directors’ IDs, Valid Tax Clearance Certificate, CSD number, Bank Account Proof, Completed RFQ Documentation. Stage 1C (Scoring Documents) – Non-mandatory but zero points if missing: Audited Financial/B-BBEE Certificate, CIPC/B-BBEE Certificate. Stage 2 (Scoring): Price (80 points) uses 80/20 system: Ps = 80(1 − (Pt−Pmin)/Pmin). Specific Goals (20 points): 10 for EME 51% Black Owned, 10 for 51% Black Owned. Total: 100 points.
