Submit bids by 19 June 2026 at 12:00 PM to the bid box at: No.8 Station Street, Station Building, East London, 5200. Bids must be: sealed, submitted on official forms (not re-typed), and delivered by the deadline. Late or incorrectly addressed submissions will be disqualified. Bidders must sign the Submission Register at SCM Offices upon submission. Do not canvass PRASA employees during the bid process, as this may lead to disqualification. All returnable documents (mandatory and non-mandatory) must be included as per the bid requirements. Responses must not reference other quotations or proposals. Additional conditions must be included in an accompanying letter.

Evaluation is split into two stages: Stage 1 (Compliance) and Stage 2 (Price and Specific Goals).

Stage 1A – Mandatory Requirements (Disqualification if not met):

• Price Schedule and Pricing/Delivery Form (Section 4) completed in full.
• Submission Register signed at SCM Offices upon submission.

Stage 1B – Other Mandatory Requirements (Must be submitted within 7 days if requested post-award):

• Company Registration documents.
• Copies of Directors’ ID documents.
• Valid Tax Clearance Certificate (must be valid on closing date) and SARS-issued PIN.
• CSD supplier registration number.
• Proof of Bank Account (cancelled cheque or bank letter).
• Completed RFQ documentation (all declarations, Standard Bidding Documents, duly signed).

Stage 1C – Non-Mandatory Documents for Scoring (Zero score if not submitted):

• Audited Annual Financial/B-BBEE Certificate/Affidavit.
• CIPC Documents/B-BBEE Certificate/Affidavit.

Stage 2 – Scoring (Total: 100 points):

• Price: 80 points (80/20 system). Formula: PS = 80(1 − (Pt−Pmin)/Pmin), where PS = points for price, Pt = tender price, Pmin = lowest acceptable tender price.
• Specific Goals: 20 points. Points awarded for:
• EME 51% Black Owned (10 points, proof: Audited Annual Financial/B-BBEE Certificate/Affidavit).
• 51% Black Owned (10 points, proof: CIPC/B-BBEE Certificate/Affidavit).

Disqualification risks: Late submissions, incomplete/non-compliant documentation, false declarations, or failure to meet mandatory requirements.

Supply and deliver the following items on a once-off basis to PRASA in East London, Eastern Cape:

• Lubricating Oil SAE 40: 210L drums, 10 units.
• Journal Bearing Oil Grade 57: 210L drums, 5 units.
• Crater: 15kg buckets, 30 units.
• Electrical Cleaner: 25L containers, 5 units.

All items must meet PRASA’s requirements and be fit for purpose. Supplier warrants a 1-year defect-free guarantee (unless otherwise stated).

Complete the Pricing Schedule (Section 7) as follows:

• Item 1: Lubricating Oil SAE 40 (210L, 10 units).
• Item 2: Journal Bearing Oil Grade 57 (210L, 5 units).
• Item 3: Crater (15kg bucket, 30 units).
• Item 4: Electrical Cleaner (25L, 5 units).

For each item, include:

• Unit Price (R).
• Quantity.
• Total (R).

Add VAT (15%) and Grand Total. Prices must be in ZAR, inclusive of all taxes. Deviation from the schedule may disqualify the bid. Discounts are considered only in the final evaluation stage. PRASA may negotiate market-related prices with top bidders if the highest-scoring bid is not market-related.

Pricing must be in South African Rand (ZAR), inclusive of VAT (15%). Use the provided Pricing Schedule (Section 7) strictly; deviation may result in disqualification. Include:

• Unit Price (R), Quantity, and Total (R) for each item.
• Cost breakdown.
• Price escalation basis and formula.
• VAT (15%) and Grand Total.

Discounts, if offered, will only be considered in the final evaluation stage on an unconditional basis. PRASA reserves the right to negotiate market-related prices with the top three bidders if the highest-scoring bid is not market-related. Mandatory compliance requirements:

• Valid Tax Clearance Certificate (must be valid on closing date) and SARS-issued PIN. If no PIN is available, provide CSD number.
• Register on the Central Supplier Database (CSD) at https://secure.csd.gov.za/ (foreign suppliers without a local RSA entity are exempt).
• Submit Company Registration documents, Directors’ ID copies, Proof of Bank Account (cancelled cheque or bank letter), and completed RFQ documentation (all declarations and Standard Bidding Documents).
• Bidders must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers.
• No state employees or entities with directors/members in state service may bid.

Non-mandatory for scoring (zero score if not submitted):

• Audited Annual Financial/B-BBEE Certificate/Affidavit.
• CIPC/B-BBEE Certificate/Affidavit.

For consortia/joint ventures/sub-contractors: Each party must submit separate TCS Certificates/PINs/CSD numbers.

Supplier warrants that all items meet PRASA’s requirements and are fit for purpose, with a 1-year defect-free guarantee (unless otherwise stated). Supplier indemnifies PRASA for negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting requires PRASA’s prior written approval; the successful bidder remains liable for performance. Governing law: Republic of South Africa. Disputes fall under South African courts. PRASA reserves the right to reject non-compliant items, return them at the Supplier’s expense, and claim damages. Payment is within 30 days of receipt of a correct tax invoice. Late deliveries may incur penalties as per the order/contract.
