• Comprehensive status quo analysis, including sectoral and spatial assessments, policy reviews, and gap analysis of the 2019 SDF.
• Drafting a spatial vision aligned with the municipal IDP, subject to stakeholder consultation.
• Evidence-based spatial challenges, options, and proposals aligned with national and provincial frameworks.
• Compilation of a Capital Expenditure Framework and phased Implementation Plan linked to spatial proposals.
• Stakeholder engagement plan for consultation across government, private sector, and civil society.
• Identification and compilation of a spatially referenced list of priority projects.

• The service provider must demonstrate:

• Experience in similar projects over the past 10 years, with certified appointment letters/purchase orders (up to 4, 6 points each) and reference letters (up to 4, 4 points each).
• Bank rating of at least "CODE C" on bank letterhead.
• Minimum team qualifications as per Table 1, including Professional Planner, Economist, GIS Practitioner, Civil Engineer, Environmental Manager, and Graphic Designer.
• Proven experience in spatial development frameworks, policy/planning work at national level, stakeholder management, and analytical writing.

• Complete the pricing schedule with amounts in ZAR for each deliverable:

1. Project Inception and Workplan.
2. Data Collection.
3. Spatial Analysis and Synthesis.
4. Draft SDF: Desired Conceptual Spatial Goal and Development Pattern.

• No cession or assignment of the contract without written permission from the Council.
• The tender offer is fixed for the project duration; no price reviews or adjustments are applicable.
• The municipality may negotiate offers that comply with tender requirements.
• Failure to deliver within stipulated timeframes may lead to immediate cancellation of the purchase order.
• In case of contract cancellation due to non-performance, the tenderer may be liable for additional expenses incurred by the municipality.
