2.1. Facilities Management unit provides postage services for the organisation. We currently
have a franking machine, which we purchased in 2015, for printing prepaid postage
stamps. The machine is outdated and cannot update the RSR logo due to technological
changes.
2.2. We need to buy a new franking machine that allows all functions to be performed online.
With the new machine, there will be no need to take it to HBS for unit downloads,
inspections due, or cartridge replacements, as we will be able to do these ourselves.
Specifications are as follows:
3.1. The appointed service provider shall supply 1x machine, including one (1) year
maintenance, that must form part of the total cost.

5.1. The price quotations will be evaluated in accordance with the pre-scripts of the
Preferential Procurement Policy Framework Act (PPPFA) and its regulations, in
particular Preference Procurement Regulation 2022 which stipulates 80/20
preference point system for acquisition of goods or services with Rand
value equal to or below R50 million (inclusive of all applicable tax).
5.2. A maximum of 80 points for price and 20 points for the specific goal
specified on the request for quotation may be awarded to a Service
Provider.
