• Objective: Provide technical advisory services to support the National Treasury's Municipal Finance Improvement Programme (MFIP) Phase IIIx, specifically for Supply Chain Management.
• Scope: The SCM Specialist will be based at Mpumalanga Provincial Treasury (Nelspruit) and report to the Provincial Treasury MFMA Coordinator and MFIP PMU.
• Key activities include: Developing and implementing SCM support plans; stakeholder engagement; capacity building for PT and municipal SCM staff; reviewing and aligning SCM policies and SOPs; implementing contract management systems; ensuring SCM compliance; and promoting value-for-money procurement.
• General capabilities required: Collaborative team player, excellent interpersonal and communication skills, analytical and problem-solving abilities, computer skills (Microsoft Office), consulting/advisory experience, and understanding of local government financial management reforms.

• Approach: Build positive stakeholder relationships, serve as a technical specialist, contribute to MFIP reporting, promote learning and cooperation, support methodology development, and engage in knowledge generation.
• Specific SCM activities: Customise SCM support plans, conduct stakeholder engagements, evaluate and build PT/municipal SCM capacity, review/align SCM policies and SOPs, implement contract management systems, ensure SCM compliance, and promote value-for-money procurement.
• General capabilities: Collaborative, analytical, communicative, skilled in consulting, and understanding of local government financial reforms.

• Qualifications: Highest educational qualification in Supply Chain Management, Law, or Commerce (NQF levels 4-8).
• Experience: Minimum years in local government financial management and in managerial positions (e.g., deputy director or above in public service, manager reporting to Section 57 manager in municipalities).
• Specific expertise: Demonstrated experience in implementing municipal SCM operations, projects, reforms, and performance improvement initiatives, with focus on SCM policies, SOPs, value-for-money procurement, contract management, and compliance.
• Bidders must provide certificates as proof of qualifications; international qualifications require SAQA accreditation.

• Remuneration is capped at R750.00 per hour excluding VAT (R862.50 inclusive).
• Successful bidders must register for VAT if the contract amount exceeds the VAT threshold.
• Fees may be adjusted annually in April at GTAC's discretion, considering budget and fiscal stance.
• Fees exclude direct project costs like travel; GTAC will provide for travel but not for commuting/parking.
• GTAC will not pay relocation or accommodation allowances for placements outside the bidder's hometown.
