• Minimum requirements: industrial-grade, 16+ serial ports, RS232/485, Ethernet TCP/IP, remote management, web-based configuration, SNMPv3 support, 24/7 operation, includes rack-mount hardware.

2. Industrial Wi-Fi Router (wall mounted): 4 units.

• Equivalent to Robustel R5020 or superior.
• Minimum requirements: industrial-grade, GSM/LTE/5G, Wi-Fi, Ethernet LAN, VPN, SNMPv3, remote monitoring, 24/7 operation, rugged enclosure, includes wall-mount brackets, GSM and Wi-Fi antennas.

3. Industrial Rack-Mounted Managed Ethernet Switch (min. 16-port): 4 units.

• Equivalent to MOXA RKS-G4028-L3-4GT-2HV-T+RM-G4000-8GTX or superior.
• Minimum requirements: industrial rack-mounted, Layer 3 switching, VLANs, QoS, static/dynamic routing, redundancy protocols, SNMPv3, 24/7 operation, includes rack-mount hardware.

• General Requirements:

• All hardware must be fully compatible with existing MOXA and Robustel equipment in JW's SCADA/IoT environment.
• All equipment must support SNMPv3, secure remote management, fault monitoring, and diagnostics.
• Supply package must include equipment, power supplies, power cords, connectors, communication cables, rack/wall mounting hardware, GSM/Wi-Fi antennas, antenna cables, and required adapters for South Africa.
• No additional components should be needed for commissioning.
• Equipment must be industrial grade, suitable for continuous 24/7/365 operation in industrial/SCADA environments.

• Equivalent Products:

• May be proposed but must provide manufacturer name, model number, datasheets, technical compliance schedule, detailed comparison against specified equipment, and evidence of compatibility.
• Failure to provide adequate technical documentation may render the bid non-responsive.

• Mandatory Documentation:

• Manufacturer datasheets/product brochures demonstrating compliance, confirmation of SNMPv3 support, and compatibility with existing MOXA/Robustel environments.
• Full completion of the Bill of Quantities (BOQ)/Specification.
• Attachment of datasheets, reference letters, proof of certification/accreditation, and functionality requirements where applicable.

• Only firm prices accepted; non-firm prices (including exchange rate variations) will not be considered.

• No additional costs, variation orders, claims, or extra charges for accessories, mounting hardware, antennas, cables, connectors, or ancillary equipment will be accepted after award of the purchase order.
• All delivery costs must be included in the bid price for delivery at the prescribed destination.
• If different delivery points influence pricing, submit a separate pricing schedule for each delivery point.

• Equivalent products may be proposed but require manufacturer name, model number, datasheets, technical compliance schedule, detailed comparison, and evidence of compatibility.
• Failure to provide adequate technical documentation may render the bid non-responsive.
• No additional costs for accessories, mounting hardware, antennas, cables, or connectors will be accepted after award.
• Only technically compliant submissions meeting all specification requirements will be considered for evaluation.
• No site briefing session is required.

• The quoted price must include supply of equipment, delivery to site, all mounting kits, antennas, accessories, power supplies, cables, connectors, and manufacturer warranty (min. 12 months).
• No additional costs for accessories, mounting hardware, antennas, cables, or connectors will be accepted after award.
• Delivery costs must be included in the bid price.
• The offer must comply with specifications; any deviations must be indicated.
• The bidder must certify that information is true, preference points are claimed correctly, and documentary proof may be required.
• Fraudulent claims or unfulfilled conditions may lead to disqualification and contract termination.

• Evaluation uses the 80/20 point scoring system per PPPFA 2022: 80 points for price, 20 points for specific goals.
• Only technically compliant submissions meeting all specification requirements will be considered.
• The 80/20 system applies to requirements up to R50 million (all taxes included).
• Specific goals include B-BBEE and other goals as defined in the tender documents.
• Failure to submit proof for specific goals means no points will be awarded.
• The organ of state may require substantiation of preference claims at any time.
