• You must also submit a copy of a valid lease agreement or municipal account statement (not older than 3 months and not in arrears for more than 90 days).
• Ensure your total quotation value includes all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Failure to include taxes will lead to disqualification.
• If proposing an equivalent product, you must include the brand name and model. Quotations without required brand names will not be accepted.
• If applicable, submit a properly signed Joint Venture Agreement.
• Your quotation must remain valid for 60 days from the closing date.

Bidders must be registered on the Central Supplier Database (CSD). Persons in the service of the state are prohibited from bidding. Bidders blacklisted by National Treasury or any national authority for non-performance will not be considered. Bidders must submit a valid B-BBEE certificate or compliant sworn affidavit. A valid municipal account statement or lease agreement not older than 3 months is required.

• You must complete the Pricing Schedule (MBD 3.1) with firm prices only.
• The schedule must include item description, quantity, unit price, and total price.
• You must calculate and show subtotal, VAT at 15%, and grand total inclusive of all taxes.
• If different delivery points influence pricing, submit a separate schedule for each point.

• You must submit firm prices only. Prices subject to exchange rate variations or other non-firm conditions will not be considered.
• Your total bid price must be in South African Rand and include all applicable taxes (VAT, PAYE, income tax, UIF contributions, skills development levies).
• All delivery costs to the prescribed destination must be included in your bid price.
• Use the provided Pricing Schedule (MBD 3.1) to detail your offer, including item description, quantity, unit price, and total price.
• You must declare if your offer complies with the specifications and note any deviations.
• You must state the period required for delivery and confirm if delivery is firm.

• Mandatory Registrations & Documents:

• You must be registered on the Central Supplier Database (CSD) and provide your CSD/MAAA supplier number.
• Submit a valid Tax Clearance Certificate or SARS PIN.
• Submit a valid B-BBEE certificate or a sworn affidavit compliant with the B-BBEE Practice Guide. Non-compliant affidavits will be scored zero.
• Submit company registration documents (CIPC) with ID copies of all directors/shareholders.

• General Compliance Rules:

• No quotation will be considered from persons in the service of the state.
• No bidder who is blacklisted by National Treasury or any national authority for non-performance will be considered.
• You must confirm you are not listed on the National Treasury's Database of Restricted Suppliers.
• You must declare any outstanding municipal rates/taxes or charges in arrears for more than three months.
• You must declare if any previous contract with a state organ was terminated in the past five years for failure to perform.

• Submission Format: All quotations must be on company letterhead and submitted as a single PDF file.

• The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract.
• The awarded bidder may be required to furnish documentary proof to substantiate preference points claimed.
• Fraudulent claims or failure to fulfil contract conditions may lead to disqualification, contract cancellation, recovery of costs, restriction from doing business with the state, and criminal prosecution.
• You must complete and submit the Certificate of Independent Bid Determination (MBD 9) to confirm no collusion.

• The 80/20 preference point system will be used for evaluation.
• 80 points are for price, 20 points are for Specific Goals (SMME with 51%+ black ownership).
• The applicable system (80/20 or 90/10) may be determined by the lowest acceptable tender if not pre-specified.
• Points for specific goals are only awarded if supported by the required proof (B-BBEE certificate or affidavit).
