• Scope: Develop a comprehensive Gauteng Food and Nutrition Security Strategy, including a five-year implementation plan and fully costed budget.
• Key tasks:

• Conduct a situational analysis of food and nutrition security in Gauteng.
• Develop a draft strategy aligned with national and provincial frameworks.
• Implement a structured stakeholder consultation process.
• Finalise the strategy with professional language editing.
• Create a detailed five-year implementation plan and budget.

• Deliverables and indicative timelines from contract signing:

• Inception Report: within 1 week.
• Situational Analysis Report: within 3 weeks.
• Draft Strategy: within 5 weeks.
• Stakeholder Consultation Report: within 7 weeks.
• Validation Workshop: within 8 weeks.
• Final Edited Strategy: within 9 weeks.
• Five-Year Implementation Plan: within 10 weeks.
• Five-Year Costed Budget: within 10 weeks.

• Project team minimum requirements:

• Project Leader: Master's degree or higher in a relevant field; minimum 10 years' experience in strategy and policy development.
• Food and Nutrition Security Specialist: Postgraduate qualification; minimum 7 years' relevant experience.
• Research and Data Analyst: Degree in Economics, Statistics or Social Sciences; proven policy research experience.
• Stakeholder Engagement Specialist: Qualification in Social Sciences, Development Studies or Communications; proven facilitation experience.
• Professional Language Editor: Recognised qualification in language editing; proof of professional registration or portfolio.

• Conduct a comprehensive situational analysis of food and nutrition security in Gauteng.
• Review relevant data, surveys, research reports, and existing policies.
• Identify challenges, gaps, vulnerabilities, and opportunities.
• Develop a draft Food and Nutrition Security Strategy aligned with frameworks.
• Define vision, strategic pillars, objectives, outcomes, indicators, and institutional arrangements.
• Design and implement a structured stakeholder consultation process.
• Engage provincial departments, municipalities, NGOs, NPOs, academic institutions, private sector, and research organisations.
• Document and integrate stakeholder inputs.
• Incorporate inputs into the final strategy and subject it to professional language editing.
• Develop a detailed five-year implementation plan and a fully costed budget.

• Project Leader/Team Leader: Minimum 10 years' experience in strategy and policy development.
• Food and Nutrition Security Specialist: Minimum 7 years' relevant experience.

• You must complete the pricing schedule, quoting costs per function/activity.
• Functions include Situational Analysis & Research, Strategy Development, Stakeholder Consultation, Validation Workshops, Language Editing, Five-Year Implementation Plan, and Five-Year Budget.
• All costs must be quoted and must include stakeholder consultation meeting expenses.

• You must complete the provided pricing schedule, quoting costs for each function/activity.

• Prices must be firm, inclusive of VAT, and valid for 60 days from the quotation closing date.

• Bidders listed on the Register for Tender Defaulters or the List of Restricted Suppliers will be disqualified.
• The project team must meet the specified minimum qualification and experience requirements.

• The general conditions of contract as published by National Treasury will apply.
• GDARD reserves the right not to accept any offer, either in full or in part, and not to award the RFQ.

• The service provider will report to GDARD and a designated provincial steering committee.
