• Proposals will be assessed against five mandatory criteria (evidence must be submitted for each; failure to provide evidence may lead to immediate rejection):

1. Legal and Compliance – proof of legal registration, environmental/labour/safety compliance, no pending offences.

2. Technical Capacity – demonstrated expertise in conservation or sustainable tourism, qualified personnel, ability to manage biodiversity assets.

3. Community Engagement – track record with local communities, plans for skills development and benefit‑sharing.

4. Environmental Impact – alignment with reserve management plans, minimal ecological footprint, monitoring & reporting systems.

5. Governance and Accountability – clear organisational structure, M&E framework, anti‑corruption safeguards.

• Tourism Management: low‑impact/ecofriendly tourism infrastructure (eco‑lodges, solar, waste recycling), community‑based tourism enterprises (guiding, crafts, catering), visitor‑trend monitoring, marketing & promotion of reserves as sustainable destinations.
• Deliverables include: implementation plans for the above activities, capacity‑building programmes, monitoring & reporting frameworks, and a formal Memorandum of Agreement (MoA) outlining responsibilities.
• Partners are encouraged to visit the reserves before the closing date.

• Provide audited financial statements for the last three (3) years to demonstrate financial stability.
• Submit evidence of ability to mobilise resources (own funding, grants, in‑kind contributions) for project delivery.
• Include a realistic budget and value‑for‑money assessment for the proposed activities.
• No specific pricing format, performance bonds, guarantees or payment terms are stipulated in the EOI; bidders should follow any standard ECPTA contract terms that may be issued upon award.
