Bids must be submitted on official forms without alterations. Financial proposals must be in a separate envelope marked 'Financial Proposal' and include VAT. Non-VAT-registered bidders must declare status. Failure to submit required documents may result in disqualification, though missing administrative documents at submission stage may be provided later if recommended for award. Joint ventures/consortia must submit documents for all members.

Evaluation follows a 3-stage process: (1) Pre-Qualification: Administrative compliance (returnable documents). (2) Technical/Functionality: Minimum 70/100 required to proceed. Criteria: Understanding of Assignment (10 points), Methodology and Approach (15 points), Relevant Experience (CV-based, 15 points), Reference Letters (30 points: 3 letters = 30, 2 = 20, 1 = 10), Relevant Experience (CV evidence: 8+ years = 30, 4-7 years = 15, 0-3 years = 0). (3) Price and Specific Goals: 80 points for price, 20 points for B-BBEE Status Level (Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0). B-BBEE points require valid certificates. Sub-contracting >25% to non-qualifying enterprises may forfeit B-BBEE points unless sub-contractor is an EME.

Scope: Policy overhaul project for EWSETA. Deliverables: Verified Policy Register, Policy Gap Analysis Report, Policy of Policies (PoP), Core vs Non-Core Policy Framework, Policy Decommission List, Draft and Final Policy Statements, Policy Framework, Consolidated Policy Pack (Board-ready), Implementation and Rollout Recommendations. Services include: Policy Inventory and Verification, Policy Review and Gap Analysis, Policy Framework Development, Policy Rationalisation, Drafting of Policy Documents, Stakeholder Engagement Support, Finalisation and Board Preparation, Knowledge Transfer. Required Experience: Proven public sector policy development, knowledge of PFMA/Treasury Regulations, corporate governance, legislative compliance, organisational policy reviews, strong technical writing/analytical skills. SETA experience is advantageous. Quality managed via SLA. Staff must maintain independence, confidentiality, and objectivity.

Submit pricing via SBD 3.3 (Pricing Schedule) on company letterhead in a separate envelope marked 'Financial Proposal'. Include: Total amount for Policy Overhaul services, VAT@15%, Total inclusive of VAT, Grand Total. Only firm prices accepted; non-firm prices or bids without VAT (if VAT-registered) will be disqualified. VAT declaration required. Travel and other expenses (e.g., accommodation) must be specified with rates, quantities, and proof. Estimated man-days and rates for personnel must be provided. Offer valid for 90 working days from closing date. Joint ventures must indicate percentage involvement of each member.

B-BBEE: Valid Certificate (SANAS-accredited) or Affidavit (EME/QSE). Joint ventures require combined B-BBEE certificate/affidavit. Sub-contractors: Valid tax clearance, TCS PIN, and SBD 4 for each member. No bids from state employees or entities with state-employed directors/members.
