Submit bids as follows:

• Collect bid documents from Mopani District Municipality, Government Buildings, Main Road, Giyani, during office hours (08h00-16h30).
• Pay a non-refundable fee of R1000.00 via EFT to Mopani District Municipality FNB account (62854372093). Use the company name as the reference. Proof of payment is required for document collection. No cash accepted. This fee covers all 21 contracts.
• Submit bids in a sealed envelope clearly marked with the project name and bid number.
• Deposit the sealed bid in the Tender Box at the entrance of Mopani District Municipality.
• Ensure the bid document is:
• Completed in full, with all alterations signed and every page initialed.
• Submitted in its original format (not dismantled).
• Accompanied by all required returnable documents (see compliance requirements).
• Late, telephonic, faxed, or emailed bids will not be accepted.
• Mopani District Municipality reserves the right to accept the lowest or any bid, or part of a bid.

Functionality evaluation (100 points, minimum 80 required to proceed):

• Reputation/Experience (40 points): List of similar completed projects (water infrastructure, reinforced concrete water-retaining structures, sewage/sanitation networks, pump stations) with duly signed completion certificates.
• Contract Manager (20 points): CV in prescribed format, certified ID copy, qualification certificates (Engineering/Project Management/Built Environment), and SACPCMP registration.
• Site Agent (10 points): CV in prescribed format, certified ID copy, and qualification certificates (Engineering/Project Management).
• Safety Officer (10 points): CV in prescribed format, certified ID copy, and qualification certificates (Health and Safety).
• ISO 9001:2015 Certification (10 points): Valid certificate for 'The provision of Construction services'.
• Key Plant and Equipment (10 points): Proof of ownership or lease commitment with supplier’s proof of ownership.

Bids scoring <80 points are disqualified. Bids scoring ≥80 proceed to preference points under Preferential Procurement Regulations 2022 (80/20 or 90/10 system, depending on the contract).

Scope: Construction of water reticulation infrastructure for 21 contracts under Giyani Water Reticulation Phase 2A. Each contract covers specific villages (e.g., Xikhumba Water Reticulation Contract C). All 21 contracts are included in a single bid document.

Contract durations: 6 to 12 months, depending on the specific contract.

CIDB Grading Requirements: Varies per contract (6CE to 8CE).

Preference Points System: 80/20 or 90/10, depending on the contract.

Experience and qualifications requirements:

• Reputation/Experience (40 points): Submit a list of similar completed projects (water infrastructure, reinforced concrete water-retaining structures, sewage/sanitation infrastructure, networks, pump stations). Only projects with duly signed completion certificates qualify for points.
• Contract Manager (20 points):
• CV in prescribed format.
• Certified ID copy and qualification certificates (Engineering, Project Management, or Built Environment).
• Registration with SACPCMP.
• Site Agent (10 points):
• CV in prescribed format.
• Certified ID copy and qualification certificates (Engineering or Project Management).

Quality requirements:

• Valid ISO 9001:2015 certification for 'The provision of Construction services' (10 points in functionality evaluation).
• All machinery and equipment must have proof of ownership. For leased equipment, provide a commitment letter from the supplier and their proof of ownership.

Financial compliance:

• Audited or reviewed annual financial statements for the last three years (from the advert date/year). Strict compliance required; deviations lead to disqualification.
• Certificate from an accredited accountant confirming:
• No material irregularities in the business.
• The bidding entity is solvent.

Mandatory documents to submit with the bid:

• Proof of CIDB Contractor grading level for the specific contract tendered for.
• Certified copy of Workmen’s Compensation Certificate.
• Proof of company registration for VAT.
• Certified copy of entity registration with CIPC.
• Valid Tax Clearance Certificate (PIN) issued by SARS.
• Authority to signatory.
• Certified identity documents (IDs) for entity owner(s).
• Signed form of offer.
• Statement of municipal rates and taxes (or original letter from traditional authority for rural areas) confirming no arrears >90 days for the company and director(s). Documents must not be older than 3 months from the bid advert date.
• For leased properties: valid, fully signed lease agreement.
• For businesses operating from a residence or non-owned property: affidavit confirming the property and the owner’s municipal rates statement.
• Updated CSD Report.
• All certified copies must be originally certified and not older than 3 months. Copies of certified copies are non-compliant and will lead to disqualification.
• Completion of all MBD forms.

Note: Statements from body corporates and proofs of residence issued by municipalities are non-compliant.
