• Submit the completed bid by 12:00 (noon) on 24 February 2026.
• All bids must be sent by e‑mail to [email protected] (do not CC any ACSA employee).
• Break the submission into at least four separate attachments, each no larger than 4 MB.
• Use only the format prescribed in the bid documents; no alternative formats will be accepted.
• Every page of the bid must be signed or stamped by an authorised signatory.
• Mandatory returnable documents (see Section 2.4) must be attached – failure to do so will result in disqualification.
• Late submissions (after the closing time) will be rejected.
• Any changes to the submission after the deadline are not permitted.
• A validity period of 120 business days applies – quoted prices must remain firm for that period.

• Preference point system: 80 points for price and 20 points for specific goals (80/20 system).
• Price points are calculated using the formula Ps = 80 × (1 – (Pt – Pmin)/Pmin), where Pmin is the lowest acceptable price.
• Specific‑goal points are awarded for B‑B‑BEE status levels and other declared preferences (see Preference Points Claim Form).
• Minimum compliance: all mandatory returnable documents (priced offer, declaration of interest, BEE certificate, tax PIN/CSD, VAT questionnaire, etc.) must be submitted; missing any will lead to disqualification.
• Bidders may be required to substantiate any preference claim before award.
• The bid will be evaluated in stages: (1) compliance check, (2) price scoring, (3) specific‑goal scoring.

All equipment must meet the specifications and standards indicated in the tender (e.g., SABS approval where noted).

• Use the prescribed Pricing Schedule (BOQ) – provide unit price, total price (excl. VAT), VAT amount and total incl. VAT.
• Prices must be quoted in South African Rand and be firm for 120 business days.
• Disbursements (e.g., accommodation, travel) will be reimbursed at actual cost upon submission of supporting invoices.
• No mention of performance bonds or guarantees; only the validity period is required.
• Submit tax PIN (or CSD number if no PIN) and VAT questionnaire as part of the mandatory returnable documents.
• All financial information must remain valid for the contract duration; update any expired documents immediately.

• Tax compliance: Provide SARS Tax PIN or Central Supplier Database (CSD) number; submit TCS certificate if available.
• VAT questionnaire must be completed.
• B‑B‑BEE: Provide B‑B‑BEE certificate/scorecard or QSE/EME affidavit; claim preference points as per the 20‑point specific‑goal allocation.
• Registration: Submit Certificate of Incorporation and ownership split details.
• CSD registration: Include CSD report.
• Security vetting: ACSA may require security clearance for suppliers of the listed goods.
• Declaration of interest & PEP: Complete the Declaration of Interest and Politically Exposed Persons form.
• All mandatory returnable documents listed in Section 2.4 must be submitted; non‑submission leads to disqualification.
