• Submit the bid in a sealed envelope clearly marked with the tender number (IHLM/12/2025-26/ADMIN) and description.
• Deliver the envelope by hand to the tender box at 135 Main Street, Flagstaff (Municipal Reception) no later than 09 March 2026, 12:00 .
• No late, couriered, faxed or emailed submissions will be accepted.
• Mandatory annexes: full Central Supplier Database (CSD) registration, valid SARS Tax Clearance Certificate (or TCS PIN/CSD number), completed MBD 1‑9 declaration forms, ISO 45001 and SANS 10248 accreditation certificates, and any other documents listed in the advert.
• Disqualification triggers: late delivery, missing or incomplete mandatory documents, submission by a person in the service of the State, failure to provide tax clearance, or failure to attach required accreditation certificates.

• Total score = 100 points.

– Functionality (100 pts): Experience 30 pts, Expertise/Capability 30 pts, Methodology 40 pts. Bidders must achieve at least 70 pts to be considered for price evaluation.

– Price = 80 pts (firm, VAT‑inclusive prices).

– Specific Goals = 20 pts (Youth‑owned 4 pts, Women‑owned 6 pts, Black‑owned 8 pts, Disability‑owned 2 pts). Proof of ownership must be submitted to claim points.

• Preference point system: 80/20 (price 80 pts, goals 20 pts) unless the organ of state determines a 90/10 system; the tenderer must submit supporting documentation for any claimed points.

Scope: Provide cleaning and hygiene services for a 36‑month period at the Lusikisiki main office, DLTC and Flagstaff unit.

Deliverables: Service plan with scheduled servicing dates for sensor paper‑towel dispensers, sanitary she‑bins, manual wall‑mounted soap dispensers and auto‑sanitiser dispensers.
