Supply SoC systems and various support electronics for laboratory/research use. All items must be new, genuine OEM products, and suitable for scientific applications. Equivalent products are allowed but must meet or exceed the following mandatory technical requirements and provide proof (manufacturer specs/datasheets):

1. Enclosures for Single Board Computing – Acrylic Case: Durable acrylic or equivalent material, compatible dimensions/mounting for intended board, includes all installation fittings.

2. Mini PiTFT Colour TFT Display: Compact colour TFT, compatible with Raspberry Pi or equivalent, equivalent screen size/interface/display functionality.

3. Red Pitaya STEMlab 125-14 (or equivalent): FPGA + MCU/MPU embedded evaluation platform, Xilinx Zynq-7000 series or equivalent architecture, dual-channel analogue I/O, compatible with lab signal acquisition/embedded control, meets/exceeds Red Pitaya STEMlab 125-14 performance, includes standard accessories.

4. BNC Plug to Banana Jack Adapter: Compatible BNC-to-banana jack interface, suitable for lab instrumentation.

5. SMA Plug to BNC Jack Coaxial Adapter: Compatible SMA-to-BNC conversion, suitable for RF/lab applications.

6. SMA Cable Wrench: Suitable for SMA cable tightening/handling, equivalent size, lab use.

7. BNC Jack to SMB Jack Adapter: Compatible BNC-to-SMB conversion, suitable for signal applications.

8. GPS Units – SEEED Studio Raspberry Pi GPS Module (or equivalent): GNSS/GPS development module, compatible with Raspberry Pi or equivalent SBC, suitable for lab data acquisition/positioning.

Total must be provided (VAT inclusive).

Pricing must be firm, inclusive of VAT, and valid for 60 days from RFQ closing date (11 June 2026). Payment terms: 30 days from invoice receipt date (standard for Schedule 3A public entity). For advance payments: Submit a payment guarantee approved by iThemba Labs Finance. If proposing shorter payment terms (e.g., 7/14 days from delivery), mutually agree with iThemba LABS at pricing proposal submission and provide a Payment Guarantee to mitigate risks. A firm delivery period must be indicated. Pricing schedule must include: Item specifications (or equivalent), quantity, price per unit (VAT incl.), and total (VAT incl.).

Mandatory compliance: Registration on the Central Supplier Database (CSD) is compulsory (www.csd.gov.za). Bids from unregistered suppliers will not be considered. Submit CSD Supplier Number and CSD Summary Report. Complete and submit: SBD 4 (Bidder Disclosure, signed), SBD 6.1 (Preference Points Claim, signed, with B-BBEE certificate or sworn affidavit for local bidders). B-BBEE certificate must be SANAS-accredited. Subject to Preferential Procurement Policy Framework Act (PPPFA) and 2022 Regulations. All quoted products must be new, genuine OEM, and fit for scientific/lab use. No partial bids allowed. Failure to comply with mandatory requirements may result in disqualification.

B-BBEE requirements: Submit a SANAS-accredited B-BBEE certificate or sworn affidavit to claim preference points. Points are allocated as follows under the 80/20 system:

• B-BBEE Status Level 1-3: 8 points
• B-BBEE Status Level 4-6: 6 points
• B-BBEE Status Level 7-8: 2 points

Additional points for specific goals:

• 51% Black-owned: 3 points
• 51% Black female-owned: 3 points
• 51% Black youth-owned: 1 point
• 51% owned by People with Disabilities: 1 point
• EME or QSE: 4 points

Failure to submit proof or documentation for specific goals means no points are claimed. The organ of state may request substantiation of claims at any time.

Contract is subject to the Preferential Procurement Policy Framework Act (PPPFA) and 2022 Regulations, as well as General Conditions of Contract (GCC) and any special conditions. Payment terms: 30 days from invoice receipt (standard for Schedule 3A public entity). Advance payments require a guarantee approved by iThemba Labs Finance. Shorter payment terms (e.g., 7/14 days from delivery) must be mutually agreed and may require a Payment Guarantee. A firm delivery period must be specified. Late submissions are not accepted. Changes to RFQ terms after closing date/time are not considered. Contract award is subject to successful negotiations.

Delivery must occur within 4 weeks after official purchase order communication. All quoted items must be new, genuine OEM products, and fit for laboratory/research use. No partial bids will be considered. Equivalent items must demonstrate compatibility and equivalent/superior performance with supporting documentation.

Mandatory requirements:

• All quoted products must be new, genuine OEM (not refurbished, grey imports, or counterfeit), and suitable for scientific/laboratory/research applications.
• Bidders must confirm compatibility with the intended laboratory/research environment and disclose any limitations.
• Manufacturer technical datasheets must be submitted for all quoted items.
• Equivalent products must demonstrate compatibility and equivalent/superior performance with sufficient documentary proof.
• Non-compliance with mandatory technical or administrative requirements may result in the bid being deemed non-responsive.

For quotations/proposals of R2,000 or more, the 80/20 preference point system applies. Evaluation includes administrative compliance, functionality, price, and B-BBEE. Price scoring uses the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = tender price, Pmin = lowest acceptable tender price. B-BBEE contributes 20 points based on status level and specific goals (e.g., Black ownership, youth, disability).
