RFQ: museum-quality framing, print and installation for 'materiality' exhibition artwork

Iziko Museums of South Africa invites quotations for framing, print, and installation of one artwork by Amy Rusch for the Matereality exhibition. Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals (B-BBEE ownership). Bids must meet a minimum functionality threshold of 80 points. Price scoring formula: Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: 50%+ black ownership = 20 points, <50% = 10 points, 0% = 0 points. Best value (expertise, experience, technical proposal) is prioritised over lowest price.

Scope: Framing, print, and installation of one artwork by Amy Rusch ('That which has been marked by the Wind comes with the Wind and is moved by the Wind II', 2023, found plastic bags and thread, 107h x 72cm w). Requirements: Mount on plain archival backing board (warm white/soft off-white) with 5cm spacing on all sides. Artwork must 'float' to keep edges and materiality visible. Frame: Natural kiaat wood, slim/understated profile, clean contemporary lines. Glazing: Museum glass (premium anti-reflective conservation glass). Use archival, museum-quality materials throughout. Quality: Must meet permanent/semi-permanent exhibition standards for a national institution.

Bidders must demonstrate expertise, experience, and technical capability in framing and installation for museum-quality exhibitions. Organisational capacity and the qualifications of individuals providing the service will be assessed as part of the 'best value' evaluation.

Quote must include the total price (inclusive of VAT). Provide a detailed cost breakdown in the pricing schedule and formal quotation. All applicable costs must be included; no variations are permitted after award.

Submit a formal detailed quotation with a full cost breakdown, inclusive of VAT, disbursements, and escalations (if applicable). Pricing must cover the entire contract duration. Payment is based on deliverables received and work completed satisfactorily, with invoices approved by the project manager. Quotations must remain valid for 60 days from the closing date. No cost variations are permitted after award. Payment terms: Only for approved, completed work.

Mandatory documents: Central Supplier Database (CSD) report with supplier number and company details (www.csd.gov.za), Tax Status Verification PIN with tax registration number, valid B-BBEE certificate or sworn affidavit, completed Request to Quote form, and SBD 4 (Bidder’s Disclosure) form. Failure to submit any required document may disqualify the bid. Bidders listed on the Register of Tender Defaulters or List of Restricted Suppliers are automatically disqualified. Bidders must declare any state employment, conflicts of interest, or relationships with procuring institution staff. Collusive bidding or fraudulent claims may result in disqualification, penalties, or criminal prosecution.

The proposal and appended documentation form the basis for a formal contract to be negotiated between Iziko and the preferred service provider. A mere offer and acceptance does not constitute a contract. Iziko reserves the right to accept/reject any quotation or withdraw the RFQ at any time. Contracts may be cancelled for fraudulent claims, non-compliance, or poor performance, with potential penalties including blacklisting for up to 10 years or criminal prosecution.

Mandatory compliance: CSD registration, valid tax status, B-BBEE certificate or affidavit, and completion of all required forms (SBD 4, Request to Quote). Bidders must declare any conflicts of interest or state employment. Failure to submit required documents may result in disqualification.
