Alterations to the tender document (other than filling in bidder details and price) will disqualify the bidder. Non-responsive submissions will be disqualified if: documents are incomplete, incorrect, late, or if the supplier is not CSD-registered or has non-compliant tax status. Scope: Removal and relocation of Gaiasphere at Iziko South African Museum. Deliverables: Deinstallation of Gaiasphere (see Appendix 1), relocation and rigging to new space allocated by Iziko, reinstallation in new space. Requirements: Contractors must maintain sufficient personnel, facilities, and equipment for proper service delivery. Must supply a compliant Health and Safety file.

Bidder must provide a methodology statement clearly describing steps for deinstallation, relocation/rigging, and installation of Gaiasphere. Scoring: 0 points (no statement or fails to demonstrate competence), 20 points (limited competence), 40 points (comprehensive and demonstrates full competence).

Bidder must demonstrate experience in rigging large heavy objects. Submit client references on letterhead with contactable details, project name, and value (not older than 5 years). Scoring: 0 points (no references), 10 points (1-2 references), 20 points (3-4 references), 30 points (5+ references).

Provide a detailed pricing breakdown for: (a) Deinstallation of Gaiasphere, (b) Relocation and Rigging to new space, (c) Installation in new space, (d) Amount (excl. VAT), (e) VAT, (f) Total Amount (Incl. VAT). Quotes must be valid for 60 days from closing date. Payment is based on deliverables and satisfactory completion, with invoices approved by the project manager. No cost variations allowed post-award.

Pricing Schedule: Provide detailed costs for (a) Deinstallation of Gaiasphere, (b) Relocation and Rigging to new space, (c) Installation in new space, (d) Amount (excl. VAT), (e) VAT, (f) Total Amount (Incl. VAT). Payment terms: Based on deliverables received and work completed satisfactorily. Invoices must be approved by the project manager. Quotes must be valid for 60 days from closing date. Formal detailed quotation must accompany proposal, with all costs included (no variations post-award).

Mandatory Documents: Signed RFQ document, CSD Supplier Number with company details (www.csd.gov.za), Valid B-BBEE Certificate or Sworn Affidavit, Valid Tax Certificate and/or Tax PIN, Valid COIDA Letter of Good Standing/Certificate, Proposed timeline for execution. Disqualification: If bidder is listed on Register of Tender Defaulters or List of Restricted Suppliers. Bidder must confirm no state employment conflicts, no fraud/corruption convictions in last 5 years, and no conflicts of interest. SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form) must be completed. Minimum functionality score: 70%.

Preference Points Claim Form (SBD 6.1) must be completed. Points for B-BBEE ownership: 50%+ black ownership = 20 points, <50% = 10 points, 0% = 0 points. Submit proof of B-BBEE certificate, company registration, and CSD report. Failure to submit required documentation means no preference points are claimed.

Contractors must supply a compliant Health and Safety file. Understanding and use of PPE onsite is required as part of the project planning evaluation (10 points).

The proposal and appended documentation form the basis for a formal contract between Iziko and the preferred service provider. A mere offer and acceptance does not constitute a formal contract. Iziko reserves the right to accept or reject any quotation and withdraw the procurement at any time. The lowest or only quotation will not necessarily be accepted.

Bidder must certify: No state employment conflicts, no fraud/corruption convictions in the last 5 years, no conflicts of interest, and no involvement in drafting specifications. Bids may be reported to the Competition Commission or NPA if suspicious. False declarations may result in disqualification, contract cancellation, cost recovery, or restriction from public sector business for up to 10 years.

Bidder must disclose: State employment status of directors/trustees/shareholders, relationships with procuring institution personnel, and interests in related enterprises. Provide full names, ID numbers, and state employee numbers if applicable.

Evaluation uses a two-stage process: Functionality (minimum 70/100) and 80/20 Preferential Procurement. Functionality criteria: Methodology Statement (40 points max), Previous Experience in Rigging Large Heavy Objects (30 points max), Project Planning (10 points max), Warranty of Workmanship (20 points max). Price (80 points) and Specific Goals (20 points) follow the 80/20 system. B-BBEE ownership: 50%+ black ownership=20 points, <50%=10 points, 0%=0 points. Bids below 70% functionality or failing any individual threshold are disqualified.
