Submit quotations on company letterhead, including VAT per item (where applicable), correct banking details, and itemised pricing. Quotations must be received by the closing date and time (25/06/2026 at 11:00) to be considered. Late submissions will be rejected. Quotations must remain valid for 90 days from the RFQ closing date unless otherwise stated. DFFE reserves the right to negotiate prices with preferred tenderers. Include delivery timelines and quotation expiry date. Complete and sign SBD 4 and SBD 6.1 forms. No goods/services should be delivered before receiving an official purchase order. Failure to deliver within agreed timelines may result in order cancellation and exclusion from the Database of Restricted Suppliers.

Bidders must: (1) Be tax compliant at submission and throughout contract term, (2) Have valid Food Premises Certificate issued by Municipality in company name, (3) Comply with SABS, Agricultural product standards and ISO 22000 certification, (4) Have own refrigerated transport for frozen products, (5) Maintain premises free of insects and plant propagules, (6) Have ability to deliver within 10 days of purchase order during DFFE working hours, (7) Be registered on Central Supplier Database (CSD). Bidders with state-employed directors/trustees/shareholders must declare this. Bidders listed on Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.

Supply and deliver Bulk Dry Food Ingredients, Frozen Foods (including Bread and Dairy Products) for the Gough Island 2026 voyage. All items in each category must be priced; failure to price all items in a category disqualifies the bidder. Deliver to SANAP Warehouse, East Pier Building, V&A Waterfront, Cape Town within 10 days of receiving the official purchase order. Adhere strictly to specified quantities and portion sizes (e.g., 270 dozen large eggs). All food items must conform to SABS, Agricultural Product Standards, and ISO 22000 (or equivalent quality system). Frozen foods must be maintained at -18°C or lower during transit, delivery, and storage. Products must have a shelf life of >14 months from delivery date; if less, batch production date must not exceed 2 months prior to delivery. Non-compliant items require manufacturer confirmation of shelf life. Premises must comply with South African hygiene and health standards and be free of insects, plant propagules, and contaminants. Deliveries must occur during DFFE working hours (08:30–15:00) unless otherwise approved. Provide manpower for offloading and sorting. Replace damaged/expired items within 3 days at own expense. Submit updated delivery notes with each delivery. Cold chain must be maintained for refrigerated/frozen items. Packaging: Polystyrene beads/chips and similar plastic packing are prohibited. Minimise other polystyrene, corrugated cardboard, and plastic strapping. Products must withstand harsh island conditions and prevent alien species introduction.

Frozen foods must have a shelf life of >14 months from delivery; if less, batch production date must not exceed 2 months prior to delivery. Non-compliant items require manufacturer confirmation of shelf life. Premises must comply with South African hygiene and health standards and be free of insects, plant propagules, open foodstuffs, and rubble. Facilities are subject to inspection by DFFE environmental control officers. Deliveries must occur during DFFE working hours (08:30–15:00) unless otherwise approved. Provide manpower for offloading and sorting. Replace damaged/expired items within 3 days at own expense. Submit updated delivery notes with each delivery. Maintain cold chain for refrigerated/frozen items up to delivery.

Pricing must include all delivery costs, VAT, PAYE, income tax, UIF contributions, and skills development levies. Quotations must be firm until delivery; no price adjustments accepted except for exchange rate fluctuations. Pricing must be on company letterhead with banking details. For contracts up to R1,000,000, the 80/20 preference point system applies. DFFE reserves the right to request additional financial validation.

Mandatory: Submit a valid Food Premises Certificate issued by the Municipality in the bidding company’s name. CSD Registration Report or MAAA number must be provided. Tax compliance: Must comply with all applicable tax legislation (Income Tax Act, 1962; VAT Act, 1991). SARS Tax Status Pin or CSD number/report required. Bidders with taxable supplies >R1M in any 12-month period must be VAT-registered; voluntary registration allowed if >R50,000 threshold met. B-BBEE: Submit SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit for ownership claims. For disability claims, submit a Medical Certificate signed by a medical practitioner with a practice number. Submit CIPC ownership certificate. Complete and sign SBD 4 and SBD 6.1 forms. Joint ventures must submit consolidated B-BBEE certificates. Failure to submit required compliance documents results in disqualification.

Prohibited packaging: Polystyrene beads, chips, or similar small plastic pieces. Minimise: Other polystyrene forms, corrugated cardboard, and plastic strapping. All packaging must comply with environmental priorities to prevent alien species introduction and contamination in pristine island environments.

DFFE reserves the right to: request additional information to validate bidder submissions, including preference points; not appoint any tenderer; negotiate prices with preferred tenderers; and reject non-compliant deliveries. Prices must remain firm until delivery unless subject to exchange rate adjustments. No goods/services may be delivered before receiving an official purchase order. Failure to deliver within agreed timelines may result in order cancellation and exclusion from the National Treasury’s Database of Restricted Suppliers. Contract terms include adherence to all specified standards, shelf-life requirements, and packaging restrictions.

Evaluation uses the 80/20 Preferential Procurement Policy Framework Act system. 80 points for price (lowest acceptable tender scores highest), 20 points for Specific Goals. Specific Goals: 20 points for >50% ownership by Black people, Women, or People with Disabilities. To claim points, submit: signed SBD 6.1, Medical Certificate (for disability), SANAS/CIPC B-BBEE certificate or sworn affidavit, and CIPC ownership certificate. Joint ventures must submit consolidated B-BBEE certificates. Formula for price: Ps = 80(1 - (Pt - Pmin)/Pmin). For disposal/leasing: Ps = 80(1 + (Pt - Pmax)/Pmax). Failure to submit proof forfeits preference points.
