Supply and delivery of fresh and frozen meat for gough island 2026 relief voyage

• Supply and deliver meat for the annual Gough Island 2026 Relief Voyage, as per the attached Meat Requirements List 2026 (Annexure A) and Specification for Fresh Meat Requirements and Deliverables Document (Annexure B).
• Delivery is required by 1 September 2026 for the SA Agulhas II departure in the first week of September 2026.
• All delivery costs and applicable taxes must be included in the bid price.

• Submit your quotation on your company’s letterhead, including VAT per item (where applicable), correct banking details, item descriptions, validity period, contact details, and CSD/MAAA number.
• Quotations must be submitted to the Department of Environment, Forestry and Fisheries, Attention: Andiswa Charlie, via email to [email protected].
• The closing date is 23 June 2026 at 11:00. Quotations received after this time will not be accepted.
• You must duly complete and sign the SBD 4 and SBD 6.1 forms.
• All delivery costs and applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included in the bid price.
• No goods/services should be delivered before an official order is received from the Department.
• Failure to deliver within agreed timelines may result in order cancellation and possible restriction on the National Treasury database.

Must be registered on Central Supplier Database (CSD). Must submit valid B-BBEE certificate or sworn affidavit for preference points. Must comply with all tax legislation and provide SARS tax status. Must meet all mandatory certification requirements. Must not be listed on Register for Tender Defaulters/Restricted Suppliers. Must complete SBD 4 disclosure form.

• Supply and deliver meat and meat products as per the Meat Requirements List 2026 (Annexure A) and the Specification for Fresh Meat Requirements and Deliverables Document (Annexure B).
• All meat must comply with the South African Foodstuffs, Cosmetics and Disinfectants Act, Health Act, Meat Safety Act, and SA Trade Metrology Act.
• Products must conform to current SABS and agricultural product standards.
• Mandatory certifications: Halaal certificate for meat & poultry (except pork), Food Premises Certificate from Municipality, ISO 22000 or HCCP with ISO 9001 or ISO 22002, Veterinary Approved Establishment certificate.
• Meat must be sourced from state-approved abattoirs and factories complying with hygiene and health regulations.
• A quality management system (e.g., ISO 22000) approved by SABS is required.
• Products must have a minimum shelf life of 14 months.
• Delivery must be made within 10 working days after order receipt, during DFFE working hours (07:30–16:00).
• Packaging: Primary packaging must show grade markings; meat must be frozen after multi-wrap vacuum packaging; secondary packaging in clean, food-grade cardboard cartons (max 16kg), double-cross strapped and labelled with company name, packaging date, use-by date, net weight, product description, number of portions, user (Gough Island), and Halaal/Kosher indication.
• Cold chain must be maintained at –18°C or lower during transit, storage, and handling, using refrigerated vehicles.

• Mandatory certifications: ISO 22000 or HCCP with ISO 9001 or ISO 22002, Halaal certificate (except for pork), Veterinary Approved Establishment certificate.
• All meat products must conform to SABS and agricultural standards.
• A quality management system (e.g., ISO 22000) approved by SABS is required.
• Premises must comply with hygiene and health regulations and be subject to DFFE inspection.
• Replace damaged or expired items at your own expense.
• Submit a stock list upon delivery and a detailed invoice within five days after final delivery.
• Maintain a cold chain up to delivery.

• All prices must be firm until delivery, with no adjustments except for exchange rate variations.
• The bid price must include all delivery costs and applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• DFFE reserves the right to negotiate prices with preferred tenderers.

• Submit a Central Supplier Database (CSD) Registration Report or MAAA number.
• Provide SARS Tax Status Pin or CSD number/report.
• Be compliant with all applicable tax legislation (Income Tax Act, VAT Act) for the entire contract term.
• For preference points: submit a complete and signed SBD 6.1 form, SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit, ownership certificate from CIPC, and medical certificate for disability claims if applicable.
• Mandatory documents: Halaal certificate, Food Premises Certificate, ISO 22000/HCCP with ISO 9001/ISO 22002 certification, Veterinary Approved Establishment certificate.
• Failure to submit required proof will result in no preference points being awarded.

• Packaging must use damp-proof, strong cardboard cartons (max 16kg) double-cross strapped as per the specified figure.
• Cartons must be labelled with company name, packaging date, use-by date, net weight, product description, number of portions, user (Gough Island), and Halaal/Kosher indication, in 48-72 point lettering.

• DFFE reserves the right to request additional information to validate submissions and to not appoint any tenderer.
• Prices must be firm until delivery, with adjustments only for exchange rate variations.
• No goods/services should be delivered before an official order is received.
• Failure to deliver within agreed timelines may result in order cancellation and restriction on the National Treasury database.
• Tenderers must complete and sign SBD 4 and SBD 6.1 forms.
• Fraudulent claims may lead to disqualification, contract cancellation, cost recovery, restriction from public sector business for up to 10 years, and criminal prosecution.

• The 80/20 preference point system applies, with 80 points for price and 20 points for Specific Goals.
• Price points are calculated using the formula: Ps = 80
• (1 - (Pt - Pmin) / Pmin).
• Specific Goals points are awarded for ownership: more than 50% by Black people (20 points), more than 50% by Women (20 points), or more than 50% by people with disabilities (20 points).
• Submit SBD 6.1 and supporting documents (B-BBEE certificate, ownership certificate, medical certificate for disability, CSD report) to claim points.
• DFFE reserves the right to validate claims and take action against fraudulent submissions.
