Tenderers must employ qualified staff with relevant experience, academic qualifications, trade test certificates, and previous experience. Technical specifications must be met; non-compliance may result in rejection. Documentation of company experience for related projects must be provided.

Pricing must be in Rand. Include all duties, taxes (except VAT), and levies applicable 14 days before the closing date. VAT must be shown separately. Rates and prices must be fixed for the contract duration. Proof of Public Liability Insurance (minimum R1,500,000) may be required. The municipality may request written evidence of financial, labor, and resource adequacy. Financial investigations may be conducted on tenderers.

Submit a valid tax clearance certificate (PIN) for the bidder and all joint venture partners. Provide a certified copy of the company registration certificate and a complete Central Supplier Database (CSD) report. Comply with the Employment Equity Act (valid Department of Labour certificate or declaration). No municipal rates, taxes, or service charges in arrears for more than 30 days. Bidders or directors listed on the Register of Bid Defaulters will be rejected. B-BBEE status level verification certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points. Joint ventures must submit a valid signed agreement. No conflicts of interest with state employees or municipal advisors.
