Supply, delivery, and installation of heavy-duty extractor fans and accessories in kwazulu-natal

Scope: Supply, deliver, and install heavy-duty extractor fans (550W, 3 Phase 400V, 950mm diameter, automated with adjustable temperature sensor, replaceable air filter) and associated accessories (pipes, cables, ducting, wiring, grills) at 4 locations: Bridge City Traction Substation (2 units), Parcels Distribution Substation (4 units), Concourse 1 (2 units), Concourse 2 (2 units). Additional work: Seal insulating foam/cement on all pipes and cable conduits in each building.

Requirements:

• Contractor responsible for all machinery/equipment.
• Defects rectification within 7 days of notification.
• Safety: Submit approved safety file before work starts. On-site work requires signed electrical work permit. Contractor must warn staff of live equipment hazards and provide own security.
• Warranty: Minimum 12 months from commissioning for all installations. Submit manufacturer warranties/guarantees.
• Duration: 6 months max (inclusive of payment purposes). Work starts immediately on award.
• Penalties: 0.3% of contract price per day for delays (max 10% of contract price), R10,000 for working without site access, R80/minute per delayed train, R1,500 per cancelled train.
• Clear site of all rubble post-work.
• CIDB Grading: Minimum 2ME and 2EB or higher.

Pricing: Quote in ZAR, inclusive of all taxes. Fixed price basis. Complete attached Pricing Schedule and Bill of Quantities. Provide cost breakdown and price escalation formula. Submit pricing strictly in the provided format—deviations may disqualify the bid. Discounts considered only in final evaluation.

Payment: Within 30 days of receipt of correct tax invoice.

Negotiation: PRASA may negotiate market-related prices with top 3 bidders if initial prices are non-competitive.

Validity: 90 working days from closing date. May request extension if processes are delayed.

Mandatory Certificates/Documents:

• CIDB Grading: 2ME and 2EB or higher.
• Trade Tested Electrician with wiremen’s licence OR Electrical Technician with wiremen’s licence (min 3 years post-trade).
• Valid SARS Tax Compliance Status (TCS) PIN or CSD registration number.
• B-BBEE Certificate/Affidavit (min Level 2 or 51% Black Owned EME/QSE).
• CIPC Registration Documents.
• Valid Letter of Good Standing: COID.
• Certified copy of company directors.
• Completed SBD forms (including declarations and signatures).
• Joint Venture/Consortium Agreement (if applicable).
• Safety File (approved by PRASA Regional Electrical Engineer/Risk Department before work starts).
• Site Access Certificate (issued by PRASA before work starts).

Additional:

• Foreign suppliers: Must answer questionnaire on RSA residency/branch/permanent establishment. If no RSA presence, CSD registration not required.
• No bids accepted from state employees or entities with state-employed directors/members.
• All returnable documents must be submitted with the bid. Incomplete bids may be disqualified or requested to resubmit.
