Evaluation is two-stage: (1) Compliance, (2) Price and Specific Goals. Stage 1A (Mandatory): Automatic disqualification if missing - signed submission register, completed RFQ, Tax Clearance Certificate (or SARS PIN), CSD registration, TETA accreditation, proof of previous experience, detailed training programme. Stage 1B (Other Mandatory): May request missing documents within 5 working days; failure to provide results in disqualification. Stage 2 (Scoring): Price (80 points) and Specific Goals (20 points). Price scored using 80/20 preference point system: PS = 80(1 - (Pt-Pmin)/Pmin). Specific Goals: B-BBEE Level 2 or higher (10 points), EME/QSE 51% Black Owned (6 points with audited financials), 51% Black Owned (4 points with CIPC/B-BBEE certificate). Total points: 100. Incomplete bids or false declarations will be disqualified.

Scope: Provide training for PRASA KZN staff in five categories: (1) Category A Brown (5 days, Durban Station), (2) Traction Linesman Phase 3 (88 days, Transnet School of Rail/on-site), (3) Electrical Power Systems (6 weeks, Transnet Training Facility), (4) Electrical Traction Systems (duration not specified), (5) Examination Officer Training (duration not specified). Requirements: TETA accreditation mandatory for all categories. Submit proof of previous experience with traceable references. Provide detailed training programme (Gantt chart or point form) with start/completion dates. Supply all training materials (manuals, certificates, pens, examination pads, data projector, laptop, tools/equipment). Topics vary by category (e.g., Category A Brown covers traction systems, substation layouts, HV equipment, safety). Service provider must maintain direct control of work, quality control, and quality assurance. Subcontracting requires PRASA approval. Must comply with Occupational Health and Safety Act. Pricing must be in South African Rand, inclusive of all taxes. Use the provided pricing schedule format; deviation may result in non-responsiveness. Provide cost breakdown, price escalation basis, and formula. Discounted prices considered only in final evaluation on an unconditional basis. PRASA may reject non-market-related prices and negotiate with top bidders. Payment: Within 30 days of receipt of correct tax invoice. Service provider must include facilitator’s travel and accommodation costs in the Bill of Quantities.

Tax Compliance: Submit valid Tax Clearance Certificate or SARS PIN. CSD Registration: Must be registered on National Treasury’s Central Supplier Database (foreign suppliers with no local entity exempt). B-BBEE: Minimum Level 2 certificate or affidavit (10 points). Additional points: EME/QSE 51% Black Owned (6 points with audited financials), 51% Black Owned (4 points with CIPC/B-BBEE certificate). TETA Accreditation: Mandatory for all training categories. Joint Ventures/Consortia: Each party must submit separate TCS certificates/PINs/CSD numbers. SBD4 Disclosure: Declare any state employment, relationships with PRASA employees, or interests in related enterprises.
