Stage 2 – Scoring:

• Price – maximum 80 points (80/20 preference point formula: Ps = 80 × (1 − (Pt‑Pmin)/Pmin)).

• Specific goals – maximum 20 points (points claimed must be supported by documented evidence such as B‑BBEE certificate, localisation letters, etc.).

Total possible score = 100 points.

Bidders must submit proof for each specific goal; failure to do so means no points will be awarded for that goal.

PRASA reserves the right to verify any preference‑point claim and to apply objective criteria (track record, award concentration, specialised nature of the service) when awarding the contract.

Item: HIAD (truck‑mounted crane) – 12 months – quantity 1.

• Quote in South African Rand, inclusive of all taxes.
• Price must be firm and clearly indicated on the prescribed Pricing Schedule Annexure.
• Complete the Bill of Quantities (BOQ) as per the schedule; any deviation may render the bid non‑responsive.
• Provide a cost breakdown and indicate any price‑escalation formula.
• Discounted prices will only be considered at the final evaluation stage and must be unconditional.
• PRASA will pay within 30 days of receipt of a correct tax invoice.
• Late delivery or completion may attract a penalty of 0.3 % of the contract price per day (capped at 10 % of the contract value).

• Tax compliance – submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; if no PIN, provide CSD number.
• Central Supplier Database – all bidders must be registered on the National Treasury CSD (foreign suppliers without a local entity are exempt).
• B‑BBEE – submit B‑BBEE certificate/affidavit (points available for Level 1 and 51 % Black ownership).
• Localisation – provide municipal councillor letter, utility bill or lease to prove business location within eThekwini or elsewhere in KZN.
• CIPC – submit current registration certificate.
• Disclosure – complete SBD4 form disclosing any state employment, relationships with PRASA staff, PEP/PIP status and interests in related enterprises; false declarations may lead to disqualification or contract termination.
• Persons in the service of the state – bidders or companies with directors who are state employees are disqualified.
• Joint ventures/consortia – each party must submit separate TCS PIN/CSD number.
• Legal compliance – bidder must comply with all applicable national and local laws.

• 51 % Black ownership – 5 points (certificate/affidavit required).
• B‑BBEE Level 1 – 5 points (certificate/affidavit required).

Evidence will be verified against CIPC registration and CSD report; points are allocated proportionally based on percentage owned.

Service provider must be fully conversant with the latest edition of the Occupational Health and Safety Act.

PRASA’s liability is limited to claims arising from failure to source funding or non‑award of the tender; bidders waive any right to institute proceedings against PRASA in such circumstances.

Penalty for delayed training – 0.3 % of the contract price per day, not to exceed 10 % of the contract value. Training duration is five days; venue is Durban Station Training Centre; applicable unit standard is 242979.

Bidder must certify that all statements are true and complete, that the bid was prepared independently, and that no collusive arrangements exist. Any suspicious bids may be reported to the Competition Commission or NPA.

Specific‑goal scoring – points are allocated based on evidence for B‑BBEE, localisation and other goals as set out in Table 1.
