Only contractors registered and in good standing with CIDB within grading 2-grading designations are eligible: Grade 2 or 3 in CE (Civil Engineering), GB (General Building), SB (Specialist Building), or SQ (Specialist Civil). Must have valid tax clearance, CSD registration, no municipal arrears >3 months, no poor performance history in last 5 years. Joint ventures permitted with acceptable JV agreement. Must purchase tender document (R1000) and attend compulsory briefing.

• Scope: Three-year panel for civil engineering contractors for infrastructure works within CIDB grading 2-3 CE/GB/SB/SQ.
• Categories include:

• CE/SB: Road repairs, surfacing, sidewalks, kerbing, gabions, storm-water pipelines, drainage, speed humps, bus shelters, pedestrian bridges.
• GB/SQ: Building maintenance, new construction, roof repairs, walls, doors, floors, plumbing, fencing.

• Project site: All uMlalazi Municipality wards.
• Minimum staff/resources required: Contract Manager (NQF Level 4 with experience), Site Agent (National Diploma with experience), Foreman, Health and Safety Officer.
• Response times: Submission of docs (5 days), site establishment (2 days), response to requests (8 hours), delivery of goods (5 days).
• Must adhere to OHSA, maintain SARS and CSD standing, provide 24/7 emergency response.
• Skills transfer strategy required; skills transfer must be included in tendered price.
• Work awarded via competitive bidding or rotation based on ability to deliver; works orders issued by municipality.

• Methodology scored as part of functionality (20 points).
• Submit proposed methodology as part of bid.
• Alternative submissions allowed if based on specifications and submitted additionally.
• Skills transfer strategy required; transfer to occur at company or municipal office.

• Minimum staff: Contract Manager (NQF Level 4 with experience), Site Agent (National Diploma with experience), Foreman, Health and Safety Officer.
• Use qualified and experienced personnel; unqualified personnel may only assist.
• Key personnel must remain unchanged for contract duration without written approval.
• Skills transfer required to municipality-nominated officials.
